Page 4 <br />EVERETT PUBLIC LIBRARY <br />2702 HOYT AVENUE <br />BASEMENT <br />1432i <br />A. The exitway west of the auditorium does not neet exit corridor <br />requirements. A safe exitway requires a separated corridor/hall.way from <br />the document/magazine stacks room. This exitway must be improved and <br />meet the approval of the Building Department and Fire Department <br />Officials. <br />RECOMMENDATIONS: <br />1) Installation of an approved automatic eF.rly-warning fire alarm detection <br />system. Despite effective fire prevention, fires Flo occur and unless <br />there is detection and quick action to stop fire ^,owth, a large loss <br />can be expected. When one considers that 70% of all library fires occur <br />between the hours of 9 p.m. and 9 a.m., and that an additional 18% st,.rt <br />between 5 p.m. and 9 p.m., the risk of a total loss assumed by the <br />institution tnat planed complete dependence on fire prevention is <br />apparent. <br />The library's fire alarm gull station type notification is only as good as <br />human detection. The ala,'m system is juat an 'in-house system' that is only <br />good when the building is occupied. We recommend connecting the system to <br />an outside monitoring company (who would call 911 in the event of an alarm <br />notification) and installing an outside alarm (that could t.e heard by <br />passersby) as well. Ycur present fire alarm system appears to be not much <br />better than having an employee ring a cowbell, or blow a whistle, etc. in <br />event of fire. Under this sytstem there is no outside fire alarm or company <br />call 911, this must still be done by an employee as the Fire Department/fire <br />dispatcher is not notified otherwise. <br />2) Update the electrical wiring system throughout. (some done) <br />3) Removal of portable heating units from the facility. (none) <br />4) Replacing the old original lights. <br />5) Installing a burglar alarm system. <br />6) Smoking prohibited except in Administration offices and employee <br />lounge --if not entirely. <br />7) Installation of an approved automatic sprinkler system. <br />8) compartmentation of the library throughout. A majority of this will be <br />done by the correction of self -closing solid core fire doors as required <br />in first of letter. Also, by sealing off all open attic spaces, false <br />areas and raceways wiere fire may spread undetected and rapidly. <br />9) Institute fire safety/fire prevention classes with the Fire Prevention <br />Bureau for employee training. <br />
