� M � d W N M <br />MAR 0 3 1989 <br />CITY OF EVERETT CITY Of EVERETT <br />SPECIAL PROPERTY USE PERMIT Public Works Dept. <br />EVERETT CIVIC CENTER SPU /22-88 <br />(Library Restoration and Expansion) <br />WHEREAS, There was filed with the City of Everett Planning Department <br />on December 9, 1988, an application for a Special Property Use Permit, under <br />Everett Municipal Code (E.M.C.) 19.58.010, by City of Everett, 3002 Wetmore <br />Avenue, Everett, Washington. <br />described as follows: A cultural/convention center for <br />the City of Everett. The total Everett Civic Center <br />project includes a historical museum, public meeting <br />rooms, a galleria with exhibition areas, a performing <br />arts theater, retail areas, outdoor plazas, a newly <br />expanded and remodeled library, and on -site parking for <br />200+ cars. This special property use permit is for Phase <br />I only which includes the following: <br />Phase I: 1) Library Restoration and Expansion: <br />The restoration and expansion of the <br />library will be up to 50,000 square <br />feet. All exteriors and interiors of the <br />original Could Building will be <br />restored. The additions to this building <br />will complement its historic value, and <br />is confederated in such a way as to <br />accommodate future phases of the Everett <br />Civic Center. <br />2) Parking Structures: <br />In addition, the City Council has <br />committed the funding for the <br />construction of a parking structure to be <br />built under the new library addition to <br />the west and adjacent to Rucker Avenue. <br />This will hold approximately 115 cars <br />which will initially serve the library <br />cad can be expanded in the future to <br />serve the Everett Civic Center. <br />3) Removal of Parking Structures and <br />Building: <br />Tile existing parking structure to the <br />South of the library and the buildings on <br />the corner of ❑oyt and California may <br />Possibly be removed. Phase I may require <br />the use of a portion of the existing Elks <br />parking lot. <br />4) Temporary Library Facilities: <br />The library will move to temporary <br />quarters in the basement of the Medical <br />Dental Building on California and Colby <br />and occupy around 10,000 square feet. <br />The smaller size of the temporary library <br />facilities will require the elimination <br />and/or reduction in the services and <br />UJ <br />
