The <br />remaining 2/3 of the book collection will <br />be moved to the temporary library (1/3) <br />and to storage (1/3) at the City Service <br />Center. <br />Parking for the temporary facility will <br />be at the Everpark Garage. It to <br />expected the parking demand will decrease <br />during temporary use in correlation with <br />the decrease in services at the library. <br />AND, WHEREAS, after proper notice was given as required by law, a <br />publ a %caring was held on January 19, 1989 before the City of Everett land <br />Use Nearing Examiner, and <br />WHEREAS, after consideration of the evidence presented by the <br />Applicant; evidence elicited during the public hearing; and as a result of a <br />personal inspection of the subject property and surrounding areas; the <br />Hearing Examiner made findings and conclusions and rendered a decision on <br />February 2, 1989 to grant the Special Property Use Permit with the following <br />eleven (11) conditions: <br />1. The site shall be developed In general conformance <br />with Option I or I1 site plans submitted for Phase <br />I. All other phases shall be required to do <br />additional site plan review through the Clty's SEPA <br />and SPU process. A 10% deviation may be approved <br />by the Planning Director (Phase I). <br />2. The building shall be consistent with the <br />elevations. Minor deviations may be approved <br />administratively by the Planning Director. (Phase <br />1 Options I S II elevation will be same.) <br />3. A detailed landscaping plan is required for Phase <br />I. The plan shall address specific plant type <br />used. The following areas need specific <br />attention: landscaping shall` be provided on all <br />street frontages; the intent Is to provide <br />landscaping between all structures and sidewalks. <br />Additionally, street trees must be provided in <br />sidewalk areas. <br />4. A construction and moving schedule for Phase I <br />shall be approved by the Public Works Dept. to <br />minimize impacts on parking, streets and public <br />services. <br />5. The alley right-of-way that runs through this <br />project must be either vacated or a right-of-way <br />use permit for the alley will be required. <br />G. The sewer main in the alley must be rerouted went <br />from the manhole in Everett Avenue along Everett <br />Avenue across Rucker Avenue to the sewer system in <br />Grand Avenue. <br />
