and grading at 2 foot intervals. Irrigation systems must be provided in all landscaped areas per <br />Section 35.130 of the Zoning Code. A 2 year maintenance assurance device must be provided for the <br />landscaping per Section 35.130B of the Zoning Code. <br />19. A minimum of 6,000 square feet of open space is required on the site per Section 15.030 of the Zoning <br />Code. Calculations for open space areas must be provided on the plans submitted for Building Permits. <br />Lamiscaping in the parking areas and setbacks shall not be counted in meeting this standard. <br />20. On -site recreation facilities must be provided per Section 15.050 of the Zoning Code. Prior to the <br />issuance of Building Permits, the Planning Department must approve a plan for on -site recreation <br />facilities. As part of the building permit application, the Applicant must submit a recreation plan including <br />standards and specifications for recreation areas and equipment, both inside and outside the building, <br />including pictures of proposed equipment. If sufficient information is not known at time of submittal for <br />building permits, minimum specifications or examples must be provided. Prior to the issuance of Building <br />permits, the Planning Department must approve a plan for on -site recreation facilities. Tot lots must be <br />located in central areas, where adequate supervision of children can be provided. <br />21. Development Regulations in the B-3 Zone <br />a) Required Setbacks. There shall be no minimum setbacks in the B-3 Zone. However, no <br />portion of a setback area located between a building and the public sidewalk shall be <br />permitted to be used for off-street parking. <br />b) Building height in the B•3 Zone is measured as the height above the highest point of any <br />public sidewalk immediately contiguous to the lot upon which the building is proposed to be <br />located. <br />c) All floors with a finished floor elevation above forty feet in height shall be less than one <br />hundred fifty feet in width measured in the north -south direction. <br />d) Floor Area Ration. B rildings in the B-3 Zone shall be regulated using floor area ration (FAR) <br />as provided in this section. The minimum FAR for the proposed project is 3.0 (Colby Ridge). <br />22. The following Basic Design Standards apply to all new construction in the B-3 Zone. <br />a) Sidewalk Design. Sidewalks and street trees shall be installed per city specifications as part <br />of the project. <br />b) Special Streetscape Treatment. All developments must incorporate at least two of the <br />treatments listed below. Treatments must be "one of a kind" and constructed of high - <br />quality and durable materials approved by the City. <br />• Special surfacing treatment, such as unit pavers, special materials, and inlays, as approved by <br />the City. <br />• Artwork incorporated into or along the sidewalk. <br />• Decorative tree grates. <br />• Decorative clocks. <br />• Informational kiosks. <br />23. Parking Garage Design. Parking garages must be designed to obscure the view of parked cars. Where <br />commercial or residential space is not provided on the ground level adjacent to the sidewalk to accomplish <br />this, features such as planter, decorative grilles, or works of art shall be provided as approved by the City. <br />
