Commerce and Finance <br />Everett's commercial life lakes place in three <br />main areas: ihe downtown core area (Central <br />Business District or CBD), strip commercial <br />developments (Evergreen Way and Broad- <br />way), and neighborhood centers. All three <br />sections serve separate, though related, pur- <br />poses and the Everett Community Plan <br />maximizes these individual potentials while <br />minimizing the competitive nature between <br />them. Survey and analy�is ot the Everett com- <br />mercial establishment was covered in depth <br />in Phase I's Interim Preliminary Report. <br />Tha Central Business District <br />In-depth surveys conducted in the previaus <br />phases of ;his study resulted in the investiga- <br />tiun o( several approaches to downtown <br />planning. They inGuded abandonment ot the <br />Iraditicnal downtown function; repair and <br />faceli(ting of existing physical components; <br />and completely redesigning the area in <br />lunction and appearanca. Tha rneult combines <br />elements of the last two approaches. <br />42 <br />Considering declining sales, tra(fic and park- <br />ing problems, general lack of amenity and <br />most crucially, the pending develooment of <br />Alderwood Mall, just south o( Everett, which <br />could siphon away both merchants anc <br />market from the downtown, it was felt tnat <br />bold steps were needed in a hurry. Though <br />the local economy has been quite clepressed, <br />it aapears to have bottomed-out and is cur- <br />rently beginning an up-swing. Still, bold plans <br />are necessary, lhough they must be tailored to <br />be attainable by possible funding sources. <br />[verett's downtown core is fertile ground for <br />what could be, with initiative, enthusiasm and <br />sound planning, a rich and vital town center. <br />It already has excellent natural environmentai <br />qualities, it is historically where the Everett <br />we know today began, and it conta!ns many <br />fine old building; ripe for "recycling" into new <br />uses (such as the Monte Cristo Hotel).
