(See <br />Residential Paltems 7 and A.) <br />Sludy Area 2. Basically retain the present commercial pat- <br />tern: downtown as the prime retail center and <br />identiry of Everett (long ;erm and pedestrian <br />oriented shopping); Evergreen Way and <br />Broadway as s2condary commercial zones <br />(short term ond automobile orianted shop- <br />ping); �nd small neighhorhood canters as <br />convenience retail antl service nodes (very <br />short term and local resident oriented shop- <br />ping). Discouraye development wiihin the <br />study area of major retail centers outside of <br />this commercial structure. <br />Major retail centers can make downtown re- <br />vitalization very diflicult. <br />Retail Core 3. Limit (uture developrr.ent of the major retail/ <br />financial core to the area generally bounded <br />by Norton, Broadway, Everett and Pacitic. <br />4. Strengthen the CBD tw such means �s out- <br />lined in Ihe "Open hlall ConcepL" These in- <br />c u e, amonq others: <br />a. providing a pedestrian oriented structure <br />to the core area. <br />b. establishing a visual focus and identity for <br />the CBD. <br />c. providing adequate and convenient p�rk- <br />ing possiblv free. <br />�d. prcviding a coordinated traffic circulation <br />pattern. <br />5. Attempt to locale such proposed develop- <br />meNs as a conventio i cenler or a cultural <br />center within the core area. <br />6.
