Discouraye development wiihin the study area of major retail centers outside of this commercial structure. Major retail centers can make downtown re- vitalization very diflicult. Retail Core 3. Limit (uture developrr.ent of the major retail/ financial core to the area generally bounded by Norton, Broadway, Everett and Pacitic. 4. Strengthen the CBD tw such means �s out- lined in Ihe "Open hlall ConcepL" These in- c u e, amonq others: a. providing a pedestrian oriented structure to the core area. b. establishing a visual focus and identity for the CBD. c. providing adequate and convenient p�rk- ing possiblv free. �d. prcviding a coordinated traffic circulation pattern. 5. Attempt to locale such proposed develop- meNs as a conventio i cenler or a cultural center within the core area. 6.
