There is no encouragement to maintain or increase the appearance of a buiiding if
those around are deteriorating.
There are now many improved properties in this area in just the past year. Just up the next
corner on 34th and Rucker there is a beautiful new two story apartment complex recently
completed and although not fully rented it is nice see Ihe parking stalls fiiled with avaiiable off
street parkfng. The new project just three houses from this building under consideration has
nicely appointed parking stalls ad really does upgrade ihe neighborhood.
My question is what has changed since our last meeting when we met te discuss the granting of an
variance for this same property that is just three houses from ihis one we are tatking about
tonight. It is my belief that if the original code is set to have one parking place tor one
apartment or room then we should consider any changes under the wuncil code for long term
planning and not as a variance.
Many businesses are discouraged (rom moving to our down town location because of the poor
parking. No where to park customers cars. If we fill tlie sireets with residents cars we will
never get ahead. It is not in the best interest of the cily or its residents to have short sighted
variances of the code allowing inefiPctiv2 use of the areas. The map indicates ihat we are RS in
the location in question, right next to the B3 busiest location in Everetl. Everelt is moving. This
central part of the town is the cenier of Snohomish County with the main Everett Past Office one
block away, City Hall and Snohomish County Courthouse 2 and 3 blodcs away.
Fortunately you and your commiitee have been farsighted enough to have a broad view o(
efficient city planning and not create a dumpy down town. Business expansion will come and will
increase our tax base and will be possible if we ensure easy ingress and egress to the central
area.
Last time I was here for an variance hearing I heard the owner say a change in his building
design was probably not possibie to accommodate the necessary parking stalfs to bring it up to
code, and that the project may be abandoned. However, no variance was granted and construction
began shortly after with ihe new building being built with the necessary parkiiig lots. I for one
am gratetul that this owner tliought enough of the area to invest in its effective growih for a long
time to come.
You people are charged with the responsibility of making decisions that will stand and create a
legacy of sensible eNective planning that yours and my children's children will be proud of.
Thank you Jqr considering my point of view.
Yours sirierely.
D. lan Stuart, D.C.
pucker Avenue Chtropractfc.
i
