VARIANCE APPLICATION <br />Richard A. �v'ool�.rorth <br />861 Lawson Rd. <br />Camano Island, 1•:a. 98292 <br />Property: <br />3232 Hoyt Ave. <br />Everett, Wa. 98201 <br />'�J ..l �W <br />The variance being requested pertains to Section 19.3-s'-•@�0 of <br />the Zoning Code, Offstreet Parking. The requirement is for <br />one (7-) off street parking space oer tenant. I currently can <br />provide S spaces and I have 9 tenants in my rooming house. <br />I am applying for a variance of the code in requard to the <br />remaining spaces that Z cannot provide. <br />The zoning of the oroperty allows for high density residential <br />structures, however it does not take into considPration the anique <br />tenant of the rooming house concept for parking purposes. The <br />typical tenant does not own a vehicle. On the average for the past <br />year not more than 3 tenants have had vehicles at one time. <br />These tenants can barely afford to pay rent and food and are <br />therefor.e not in a position to own and operate a vehicle. In <br />addition to the lack of tenants with vehicles the property is <br />on a corner lot with plenty of street parking. <br />Othei- property owners .in the area are able to utilize their <br />property to its best use whether it be as a residence, office or <br />multi-family strcture. My properties best use is a a 9 room <br />rooming house that at the most should be required to provide <br />thr.ee (3) off site spaces or the amount of spaces that could <br />reasonably be expected to be used consistently by the tenants <br />and not an arbitrary number from a zoning code. <br />Approval of the zoning request will be to the good o£ the public <br />welfare as this type of housing is not readily available in <br />Gverett. If I was not able to provide the extra rooms, because <br />of unnecessary parking, these tenants would literally be out on <br />the streets as there is a shortaqe of this type of housing in <br />Everett. I provide a service to the communiiy by working with <br />
