o: Hllen GifTen
From: Dave Davis
Date: November v, 1988
Su6ject: F•arkina requirements
As I ha:e previousiy discussed aiith you I hve =_erious reser-
vations over the proposed par4inq requirements for the one
bedroom efficiency apartments (6C sq. ft.) in the proposed
par4;ing eempt one. I feel that er'riciency aprtments in
close pro;:imity to the homeport will attract naval personnel,
snd adequate parYing should 6e provided for them.
I've called three Naval communities to see what parl:inq re-
quirements the local .iurisdictions require.
1. Maypor-t Naval Station; Atlantic Peach, Florida
2 sialls per dweiliny, multiple r'amily and single family
. Alameda Javal Station; Plameda, Californie
1. stalls {or a one bedroom efficiency api:.. 1.75 stalls
for 1 °< <^ bedroom apt.
_. San Dieyo, California
1.' stalls -For a one b=droom apartment, 1.6 stalls for a
bedroom apt.
The tra4fic division conduced a parkin study o4 two effi-
ciency apts. (=27 Hoyt, 42? Hoyt) in October, 1987. The
managers of the r_omple:;es were contacted to find out the num-
her af vehicles owned per unit. Of the units between the
taio complees, ._1 vehicles wre owned and park:ed on =ite. F;e-
member that par4;ing reuirements should also include par4;iny
for visitors, and delivers.
I understand the effort to reduce the par4:ing requirement in
hopes of promoting development, 6ut no less than 1 park:ing
stall per unit should be provided on site, and S.<J - 1.J
stalls provided per unit. On street parallel par4:iny could be
r_hanged to r:nqle parl:ing to provide the additional par4:ing
needed for' visitors and deliveries. A parking fund could be
create whereby a developer would contri6ut= monies which the
City wouid in turn use to onstruct angle par4;ing in the gen-
eral vicinity. Changing prall.el par4:iny_ to anyle par4;ing
cost appro::imately 15C per stlls. The developer o-iould need
to cnntriute betaieen $%J -%JV dollars per unit to ma1;e up
for the •;isitor ana deliver•, par4:in3 he is not providiny on
site.
