There is no encouragement to maintain or increa.se the appearance of a building if
ihose around are deteriorating.
There are now man impreved properties in ihis area in just the past year. Just up the next
camer on 34th and Rucker there is a oeautiful new twc story apartment complex recently
completed and although aut fuliy rented it is nice see the parking stalls fiiled with availahle off
street parking. The nev: Froject just thre houses trom this building under consideration has
nicely aF inted parking statls and really does upgrade the neichborhood.
My question is what has changed since our last meeting whe we met to discuss the granting o! an
variance for this same property that is just ihree houses from this one we are talking about
tonighL It is my beliei that if the oripinal code is set to have one parking place for one
apartment or room then we should consider any changes under ihe council cea for long terrn
planning and not as a variance.
Many businesses are discouraged from moving to our down town location because of the poor
parking. No where to park customers cars. If we till the sireets with residents cars we will
never 5et ahead. It is not in the best interest of the city or its residenis to have short sighted
variances of the code allowing ineifective use of tle areas. Tne map indicates that we a;e R5 in
if:e location in q,uestion, ripht next to the B3 busiest location in Everett. Everett is movin. This
central paR of the town is the center af Snohomish County with the rtiain Everett Fost Office one
block away, City Hall and Snohomish Counly Courthouse 2 and 3 bfocks away.
Fortunately you and your committee have been tarsighted enough to have a broad view of
efficient city planning arid not create a dumpy down town. Business expansion will come and will
increase our tax base and will be possible if we ensure easy ingress and egress to the central
area.
Last time I was here for an variance hearing I heard the owner say a change in his building
design was probably net possible to acccmmodate the necessary }aarking stalls to uring it up to
ccde, and that the project may ne abandoned. fiowever, no varisnce was granted and construction
oegan shortly after with ihe ew building being buiit with ihe necessary parking lots. I for one
am grateful tha! this ownr thoughl enough of the area to invest in its Pftective groAh tor z long
time to come.
You peopie are charyed with Ihe responsibility of making decisions that will stand and create a
legac! of sensile offective pianning that yours and my children's children will be proud of.
Thank ou jar considering my point of view.
/
Yours sir}erely.

iyc- .
D. lan Stuart, D.C.
Rucker Avenue Chiropractic.
