Concluaion: Even though [he applicant may intend to <br />rent to the elderly, there is no way to guarantee this <br />happening and the unite could very well be rented by <br />younger people who normally have a higher ownership and <br />use of vehi.cles and so would need parking as required by <br />Code; therefore, there is no unusual circumstance <br />applying to the property or the intended use. <br />Criterion fl2: That auch vatiance ia ❑ecessary for the preservation a¢d <br />enjoyment of a aubstantial property right of r.he <br />appellant possesaed by the ownera of other properties in <br />the eame vicinity or zone. <br />a.
