That inspection verified that the basement was being reconfigured into six sleeping rooms <br />(to include an exis[ing bath room) without building, plumbing or mechanical permits as required by <br />Section 103 of the 1997 Uniform Buitding Code (UBC) as adopted by the Ciry of Everett. <br />Therefore, this letter is to officially notify you to STOP WORK at the stated address pursuant to <br />UBC Section 104?.4. The following items delineate the necessary steps which must be followed in <br />order to avoid further action. <br />The house is no longer being used as a single family dwelling but a congregate residence. <br />As there are 10 or fewer persons, the occupancy classification remains R-3. If this is a <br />licensed care facility (licensed by either [he Washington Department of Health or the <br />Departcnent of Social and Health Services), then a copy of that documentation must be <br />submitted as separate codes apply per UBC Section 313.1. <br />2. The proposed sleeping rooms and existing bath-oom in the basement must be abated, and the <br />basement must be retumed to it's original condition, or an approved alternate. UBC Sec:ion <br />310.6.1 requires that a habitable space have a ceiling height of not less than 7 feet, 6 inches. <br />Kitchens, halls, bathrooms and toilet companments may have a ceiling height of not less <br />than 7 feet. Beams (spaced more than 4 feet on center) may have a height of 7 feet above <br />the floor. The height of the basement is approximately 6 feet (unfinished) and can not <br />compfy with this minimum requirement unless the house were either raised, and/or the t7oor <br />lowered. <br />3. Various beams and tloor joists within the basement supporting the first floor have been <br />modified to facilitate the basement conversion. Calculations and details must be submitted <br />for permit review to justify the new condition of the supporting structure andlor required <br />repairs.
