Russell presided; <br />Mr. Zook, Mr. Wilson, Mr. Hoagland, and t4r. Eckstrom were present. <br />A hearirg �aas held on the application of Ted Schmelzer, 6D27 - 67th Avenue <br />Northeast, Marysville, 4Jashington 9fl270, for a varianca from Se�tion <br />19.40.020 of the Everett Municipal Code, Off-Street Parkino, for per- <br />mission to orovide one (1) off-street parking stall per unit rather than <br />the Code requirement of one and one-half (ly) off-street parking spaces <br />for a proposed eight unit apartment. <br />Legal Description: Lots 19 8 20 Dlock 15 South Park Addition <br />Address: 4126 Floyt Avenue <br />Zoning: R-4 Multiple-Family Nigh Density Residence <br />Mr. Russell read a memo from the Public Works Departmerit statin9 the area <br />is conyested and has a parking problem now, so they would recommend a denial <br />of the requested variance. <br />Mr. Sr.hmelzer represented himself and made the following statements: <br />l. The apartment house viill bc two stories high and each unit will <br />have only one bedroom. <br />2. The buildiny is designed for low income, elderly housing. <br />3. Only one �ar will be allowed per unit under a covenant ruling. <br />Several of the reighbo��s were against the granting of the variance for the <br />following reasons. <br />l. The ar•ea is noisy and congested nuvr. <br />2. The landoYmer will probably be forced to rent to �nybody if the <br />units do not rent to the elderly. <br />3. 'ihere is little room no�a for the residents of the area to park. <br />4. It is hard to cont;�ol one parkiny space per unit. <br />5. The diet alley is clogged ��iitf cars no�•�. <br />
