Everett, WA 98201 Dear Dennis: Recently I had soma df:cussions caith Ted Schmelzer regarding construction by his firm of affordable housing units designed for the elderly located in the dowr.town area. [�e is concerned about the city ord�n�nce requiring one and a half parking spaces per unit. Ted asked me what our expetienc:e had been regacdiug the limited parking for our Baker View highrise building. I indicated we have about 22 spaces for 151 units which houses approximately 200 senior citizens. Tt�is seems to be adequate for their needs and does not present a preblem. In addition, Che proposals submitted for a congregate facility for the City of Everett have about the same percentage of parkiog spaces fer�the numbei of unit� as the highrise. Therefore, since Ted has designed hi.s units to serve the elderly, and since the Housing Authority encourages decent, safe, sanitary, and afferdable hou�ing for the elderly, and in •�iew of the following axcerpts fi•om Everett's Housing Policy Comm.ittee study dated September 19, 1979: Recommendation llll "Modify or waive specified parking requ3rements for multi-family units designed soley �'or the elderly." Recommendation 1117 "....in addi.tion, �.incentives should be provided for builders and developers who provide low-income housic�g." we encourage your department to look favorablc upon Ted Schmelzer's develop- ment with a variance to your parking space ordinance.
