Board of Adjustment
June 1, 1981
Page Four
4. This is affordab',e housing with affordable rent.
There was no further comment from the audierce.
The Chairman then declared a five minute recess.
After the recess ther•e was considerable discussion among the Board members
and, after visually viewing the subject property and considering all the
facts and testimony, it was moved to approve the variance as it meets all
the requirements of Section 19.70.060 of the Everett Municipal Code.
Mr. Wilson then read the motion, stating specifically:
1. It meets the exceptional or extraordinary circumstances test
in that the intended use for the property, that is, the senior
citizen category, is not general to othEr property or uses in
the area and is unusual and meets the requirements of Section 1.
2. In respect to Section 2, the variare being necessary for t,he
preservation of the applicant's rights as compared to those
possessed by other owners in the area, the Doard takes note
that parking variances have been granted for multiple units
in the area and for both commercial and professional uses in
the pas: and it seems unfair to the Qoard to grant variances
to other peopte and not allow this applicant to n,ove forward.
3. In respect to Paragraph 3, we have determined after review of
*he facts, that the material detrimental effect will not be
inured to the public welfare or, specifically, to the owners
in the zone.
i 4. After revievring the Planning Department's letter and comments
from the Planning Department here tonight, it has been
f determined by the Doard that a granting of this varinace aith
j respect to my motion will not adversely effect the general
' Comprehensive Plan as set out by the City of Everett.

jP1r. Zook then secanded the motion.
A vote to grant the var•iance was then taken rith the following reponse:
Mr. Zook, irv `avor; Mr. Eckstrom, in favor; Mr. Iloagland, in favor;
jr. 4Jilson, in favor; Mr. Russell, in favor.
, The motion was unanimously carried.
On motion the meeting was adjourned at 8:10 p.m.
Respectfully submitted,
Kenneth W. Callahan, Secretary
Board of Adjustment
