This is affordab',e housing with affordable rent. <br />There was no further comment from the audierce. <br />The Chairman then declared a five minute� recess. <br />After the recess ther•e was considerable discussion among the Board members <br />and, after visually viewing the subject property and considering all the <br />facts and testimony, it was moved to approve the variance as it meets all <br />the requirements of Section 19.70.060 of the Everett Municipal Code. <br />Mr. Wilson then read the motion, stating specifically: <br />1. It meets the exceptional or extraordinary circumstances test <br />in that the intended use for the property, that is, the senior <br />citizen category, is not general to othEr property or uses in <br />the area and is unusual and meets the requirements of Section 1. <br />2. In respect to Section 2, the variar��e being necessary for t,he <br />preservation of the applicant's rights as compared to those <br />possessed by other owners in the area, the Doard takes note <br />that parking variances have been granted for multiple units <br />in the area and for both commercial and professional uses in <br />the pas: and it seems unfair to the Qoard to grant variances <br />to other peopte and not allow this applicant to n,ove forward. <br />3. In respect to Paragraph 3, we have determined after review of <br />*he facts, that the material detrimental effect will not be <br />inured to the public welfare or, specifically, to the owners <br />in the zone. <br />i 4. After revievring the Planning Department's letter and comments <br />� from the Planning Department here tonight, it has been <br />f determined by the Doard that a granting of this varinace �aith <br />j respect to my motion will not adversely effect the general <br />' Comprehensive Plan as set out by the City of Everett. <br />� <br />jP1r.
