6oard of Adjustment
June 1, 1981
Page Three
The Chairman read a memo from the Trsffic Department and letters from the
Nousig Authority of the City and from the Director of the City's Planning
Department. Their comments and explanatiors were in favor of the granting
of the variance. Also, an off-street parkin9 survey was submitted by
Mr. Schmelzer explaining various areas; how many units are in each area;
the nuRber of off-street arkirg spaces provided; the number being used
and the time of day the survey was taken.
Mr. Schmelzer represented himself and made the following statements:
1. He had met with several of the City's departments to debate the
parking in the 41st and Hoyt area.
2. He does not feel his project viill add to the parkin9 problem.
3. There is a new apartment building for the elderly a short
distance from his property and there has been no off-street
parking problem with one space allowed per tenant.
There was some opposition to the granting of the variance. Alice Jeo-iell,
Isaac George, and Dr. 4lilliam Brust, neighboring property owners, were
against the granting of the variance for the following reasons:
There should be more off-street parking provided and the require-
ments of 1; parkinn stalls per unit should be adhered to.
2. Hoyt Avenue is narrow and is difficult for North and South
traffic.
3. The alley has become a speedoiay.
4. The two-story building is not designed for the handicapped.
5. Thi area is a highly impacted area and is not conducive to the
elderly.
6. Thefour criteria for granting a variance must be considered.
h1r. Dave Koenig of the City's Planning Department made the following favor-
able comments:
1. The proposed small single bedroom apar!ments are not designed for
three or four people.
2. There is a major ne2d for this type of housing.
3. This type of elderly apartment living should not increase the
par4;ing problem.
