� <br />6oard of Adjustment <br />June 1, 1981 <br />Page Three <br />The Chairman read a memo from the Trsffic Department and letters from the <br />Nousi�g Authority of the City and from the Director of the City's Planning <br />Department. Their comments and explanatior�s were in favor of the granting <br />of the variance. Also, an off-street parkin9 survey was submitted by <br />Mr. Schmelzer explaining various areas; how many units are in each area; <br />the nuRber of off-street �arkirg spaces provided; the number being used <br />and the time of day the survey was taken. <br />Mr. Schmelzer represented himself and made the following statements: <br />1. He had met with several of the City's departments to debate the <br />parking in the 41st and Hoyt area. <br />2. He does not feel his project viill add to the parkin9 problem. <br />3. There is a new apartment building for the elderly a short <br />distance from his property and there has been no off-street <br />parking problem with one space allowed per tenant. <br />There was some opposition to the granting of the variance. Alice Jeo-iell, <br />Isaac George, and Dr. 4lilliam Brust, neighboring property owners, were <br />against the granting of the variance for the following reasons: <br />There should be more off-street parking provided and the require- <br />ments of 1; parkinn stalls per unit should be adhered to. <br />2. Hoyt Avenue is narrow and is difficult for North and South <br />traffic. <br />3. The alley has become a speedoiay. <br />4. The two-story building is not designed for the handicapped. <br />5. Thi� area is a highly impacted area and is not conducive to the <br />elderly. <br />6. The�four criteria for granting a variance must be considered. <br />h1r. Dave Koenig of the City's Planning Department made the following favor- <br />able comments: <br />1. The proposed small single bedroom apar!ments are not designed for <br />three or four people. <br />2. There is a major ne2d for this type of housing. <br />3. This type of elderly apartment living should not increase the <br />par4;ing problem. <br />
