Mr. Hurd, the owner, was contacted personally on July 17, 1975 and he was handed a formal notice that we desired to reinspect the property at 0900 on July 22, 1975. A copy of this notice was also mailed to Mr. Hiird by Certified tfail and was recei�•ed by P1r. Hurds brother or_ June 18, 1975. At the time I handerl Mr. Hur.d the notice he verbally agreed to allow access to tne building for an inspection. i A joint inspection was scheduled fcr 9: 00 a.m. , July 22, 1975, and the Inspection Division Supervisor and the Fire t4arshal were notified. At 8:00 a.m, on July 22, ] 975, I arrived at 122 Intercity Avenue and £ound idr. Hurd there with approximately seven other persons. The driveway to the property was blocked by several people and I parked on city property adjacent to the roadway. I then approached Mr. IIurd and asked him i£ he was ready for our inspection. At that time he starte3 a portable tape. recorder and stated that he had changed his mind about allowing the inspection and had posted the Property prohibitive access. I then reminded D1r. Hurd that the Yverett City Council would discuss the matter on July 23, 1975 at ?: 00 p.m. , idr. Hurd acknowlc:dged this. I had no £urther conversation with *1r. IIurd about the natter. I noticed Mr. Hurd was armed, having a revolver in hi:s belt. The Fire Marshal and the Inspection. Supervisbr arri.ved shortly' after l did and DSr. Hurd asked each one who they w�.re. Mr. flm:d then engaged the Fire f1ar:;ha1 in cor�c•ersation about anothc�smatter. At this point I left the scene.
