The City of Everett Planning and Communiry Development Director has determined that: <br /> . The project is located within ihc boundanes of the Southwest Everett Subarea Plan. <br /> . The zonmg designation of the properiy upon which the project is proposed is consistent with Ihose <br /> designations analyzed in the Southwest Everett/Paine Field Subarea Plan and EIS, Dccember 199G. <br /> • The proposed use is consistent with the uses and intensities allowed in the City's development <br /> regulations and is listcd as a use analyzed in the final EIS, Tables 3.1-1 and 3.1-2. <br /> . The project is a use that implements the Subarea Plan and the project's significant environmental <br /> irapacls have been adequately addressed in the SW EveretdPame Field Subarea Plan EIS. <br /> . The project's significant adverse environmental impacts will be mitigated through the application of <br /> the mitigation decision document. These mitigation measures, along with other City requirements and <br /> conditions, constitute suf6cient mitigation for the significant environmenlal impacts associated with <br /> the proposed project. <br /> . The proposed pro�ect must comply with all applicablc local, state and Cederal regulations and <br /> development standards. <br /> . The proposed project is not an essential public facility. <br /> The project proponent has agrecd to comply with A�e SW Everett Subarca Plan Mitigation Decision <br /> Document. T�ne project is hereby designated a Pianned Action pursuant to RCW 43.21C.031(2)(a) and <br /> City oCLverett Ordinance No. 2213-97. A SEPA threshold determination is not required for this <br /> proposal per 43.21C.031 KCW. This detemiination is dependent upon compliance with the SW Everett <br /> Subarea Plan Mitigation Decision ilocument and all local, state, and federal regulations related to general <br /> environmental protection including, but not limited to, right-of-way improvement requirements, drainage, <br /> eta This decision was made after review of a completcd environmental checklist and other infom�ation <br /> on file with the lead agency. <br /> There is no public comment period provided for this determination for Ihe division of the 37 acres inlo <br /> eight (8) lots and a storm drainage tract, and construction of eight(8) manufacturing, warehouse and <br /> office buildings containing a total of aUout 607,000 square feet of gross building area or construction of <br /> the new east-west roadway that«�as addressed in the previous SEPA analysis (MDNS 99-035). <br /> The lead agency for this proposal has deterniined that provision of 5,000 gallon per minute fire flow <br /> capacity does not have a probable significant adverse impact on the environment. An Environmental <br /> Impact Statement is not required under RCW 43.21C.030(2)(c). This determination assumes compliance <br /> with State law and City ordinances related to general environmental protection including but not limited <br /> to right-of-way improvement requirements, drainage, etc. This decision was made afier review of a <br /> completed environmental checklist and other inforniation on file with the lead agency.
