U. For any facilities on or adjacent to erosion or landsiidc hazard areas, the construction management
plan mist address all mitigation measures identified in the geotechnical report approved by the
Plannir.g Director.
c. Implementation o£best management practices to control erosion both during and a}ter
construction, including compliance with the City of E;erett's Design and Construction Standazds
and Specifications Manual and Ihe Stormwater Management Manual.
d. Construction schedule, status update reporting requirements, and contingency provisions to
Uecome effective if the schedule is not met. (SEPA Earth and Water Policics)
2. The City shall require submittal of a geotechnical report when facilities are proposed to be located in
areas which contain potentially moisture sensitive soils. Moisture sensitivc soils may includr„but are
not limited to, Toku1 gravely loam, McKenna gravely silt loam, Teric Medisaprists, and Mukilteo
muck. The following minimum mitigation requirements shall be met for all eaRhwork for facilities
on moisture sensitive soils unless oUienvise mcommended in the geotechnical report:
. Limit site disturbance by using tracked equipment, vhere possible, within the excavation area.
• Rcmove standingvater from the excavation area. Outfall water should be filtered ur run through
a sedimentation basin.
• Use surface erosion measures in areas ir, which surface water is anticipated to drain from the
excavation area. Require control measures to be designed by a professional civil or geotechnical
engineer, to prevent offsite surface drainage of sediments. Methods may include, but are not
limited to, use of silt fences and/or settlement ponds.
. Implement a plan to minimize the extent to which these soils become disWrbed. 3oils which
become disturbed, and which are above their optimum moisture content, should either be allowed
to dsy to within their optimum moisture content and be re-compacted, or be removed from Ihe
consWction site. (SEPA Earlh and Water Policies)
3. pny water quality enhancement or detention facilities proposed ncar steep slopes will requirc detailed
geotechnical analysis and dcsign that documents and ensures thcir safety. (SEPA Earih and Water
Policies)
4. Prior to issuance of grading pemiits for removing earth fiom a site, the applicant must demonstrate
that permits have Uecn obtaincd for placement of thc eaiii o;f-site. (SEPA EaRh and Water Policies)
Durin4= Construction/Earthwork
5. All earthwork within a geologically hazardous area or its required bffer must be performed under the
supervision of a professional civil or geotechnical engineer. The engircer must provide certification
to the Ciry that all work was done in compliance with requirements set forth in the City approved
geotechnical report. (SEPA Garth and Water Policics)
6. In order to minimize erosion during construction, all soil piles shall be covered ith plastic sheeting or
othcr impervious covcring staked to Uie ground or anchored with rocks or sandbags. Bernis, carthen
or othernise, must be constructed at the perimeter of excavated areas to prevent adjacent site runoff
from entering the excavations.
