The Ciry has <br /> a goal that 'S% of new landscaping in the Subarea be native, hybrid natives, or drought-tolerant. <br /> Landscape plans should show an attempt to reach this goal unless landscaping with these species will <br /> not meet the objective �f the proposal (e.g., golf driving range, ball fields, etc.). <br /> Plants with noted habitat or food value for wildlife should be selected wherever possible. Invasive <br /> species shall not be planted. A list of native recommended species is included in Appendix 3.4.6 of <br /> the SV!'EveretJPaine Field Subazea Plan EIS. <br /> Where native, hyLrid na[ives ancUor drought-tolerant species are planted, pernianent irrigation systems <br /> shall not be reyuired. Temporary irrigation must be provided for two Y�•�s afier planpng. (SEPA <br /> Plant and Animal, Water and Public Services Policies) <br /> 4. Plantings in environmentally sensitive areas and their buffers mus[be designed to simulate Pacific <br /> NW native plant communities in terms of composition, cover-abundance, and structure. All <br /> mitigation plars shall include herbs in the planting plan. Diversity of environmentally sensitive area <br /> buffer habitat must also be ensured through the planting of later successional forested stages of <br /> vegetation (e.g. Western red cedar, Dou�las fir, and Westem hemlock) where needed and appropriate. <br /> (SEPA Piant and Anima] Policies) <br /> 5. The provision of thin-stemmed emergents in the northwest portion of wctlands for amphibian breeding <br /> habit�t must be considered when desia ing wedand mitigation. (SEPA Plant and Animal Policies) <br /> 6. Exotic invasive species must be controlled. English ivy (Hedera heli.c) shall not be planted in the <br /> Subarea. PropeRies must be maintained to eliminate Scot's broom and other invasive species. (SEPA <br /> Plant and Animal and Land and Shoreline Use Policies) <br /> 7. Although eagles are not cu�rendy l:nown to be nesting in the Subarea, they do nest in the study area. <br /> Eagles sometimes move nest locations widiin their territories, and more eagles are nesting in urban <br /> areas, often at sites th:�t appear to be extremely marginal (Milner, 1996). Potential nestin� sites do <br /> occur and will continue to occur within the ravines and in other forested area� within the 5ubarea. <br /> Th� City's Lnvironmentally Sensitive Areas Ordinance requires that trees within lhe ravines and other <br /> envS;onmentally sensitive areas be protected in most cases. (Trees in environmentally sensitive areas <br /> may be cut in emergency situations, such as where they pose a hazard to strucmres, and for <br /> cons�ruction of required utilities.) If a nest does occur on or adjacenT to a development prc,gosal, the <br /> owner currently must obtain approvals from the V�'ashington Dep�utment of Fish and Wildlife before <br /> he/she can obtain a pernut from the City. <br /> The Ciry staff is directed to �vork with the Department of Fish and �Vildlife ro incorporate an eagle <br /> management plan in the adonted Subarea Plan. This would expedite permittin� if an eagle's nest is <br /> found near a prop�sed �ievel; pment. (Failure to reach a`reement on a plan would not affect the <br /> imp]ementation of the :�ubarea Plan, but would require individual property owners to reach agreement <br /> w�ith the Departrrc�t of Fish and Wildlife if an ea�le's nest is found on or adjacent to a proposed <br /> developmen[.)
