ATTACHMENTS
Expaided Environmental Checklist
Prepared for the Office of Community Planning
5nohomish County, Washington
Pr:7posal: Comnunity Transit Operatinq Baz
Page 1
I BACKGROUNU
6. Natre and 9rief Description of the Proposal:
The proposed f acility will be located on a twenty (20) acre site east nf
the 5nohomish Count Airport (Paine Field) . T.he project will irvolve the
` construction of a new facility for transi admin?stration, operation,
vehicle maintenance and storaae. The initial design provides capacitv for
100 buses and will take appreximately two yP:rs to complete. In the
future, it is antic5pated that Cortmur, ity Transit will expand the facility
to a capacity of 250 buses.
The project site, including open space, perimeter landscaping, buiidings,
fueling island, bus and auto parking covers about 11 acres for the initiai
phase.
Facilities at the site will include an operations bulding for the bus
drivers, a transit administ.rative office building, a bus maintenance
building, and structures far servicing, washing and fuel:rg the buses.
Parking will `.e provided f or all enploes
Landscaping green belts, setback, color, texture and other visual and
cntrol featues will be provided to make the facility compa`ible with
adjacent development.
Cortmunity Transit is i >sponding to the need for impr:,ved service frequency
and coverage throuhout the county. Of the 73 buses in the present fleet,
22 were acquired in 1979, 2 in 1980 and 30 in 2981. Service by contract
to Comnunity Transit is, in addition, being provided by Seattle METRO and
private operators. The increasing fleet size has placed a heavy burden on
the present maintnance facilities at the Edmonds School District whicli
are not adequate to meet future dzmands.
The construction of a functional, eFficient and well equipped maintenance
facility will pemit a reduction in the average annual operatirg and
maintenance cost per bus as the fileet grows. Corm wiity Transit should not
expand transit service muh further without ar improvecl facility with
xpanded capacity.
The buildings' size and functional layoi:t are estzbl .shed btsed on the
projected needs for each phase. The buildirgs will be designed to
accortmodate orderly growth during this pcriod without making unplanned
major costly ard disruptive structural nr mechanical c.hanges in the
costructed portions of the buildings.
