Expanded Environmental Checklist <br /> Prepared for the Office of Comnunity Planning <br /> Snohomish County, Washington <br /> Proposal: Comnunity Transit Operating Base <br /> Page 3 <br /> Some potential regionwide improvement in air quality can be realized from <br /> the successful operation of the Cortmunity Transit system. In simplified <br /> terms, greater usage of the bus system(s) will mean fewer cars on the <br /> road. The net result of the uperation of the Comnunity Transit system, <br /> and hopeTully all �ther bus systems, will be a general improvement (or, at <br /> lzast, a slowing in the deterioration) of the air quality of Snohomish <br /> COU�ty. <br /> (6) Noise. <br /> Activities at the Cortmunity Transit Operating Base will generate a variety <br /> of noise types and levels. Among these sources will be.those of <br /> automobiles, bus movements, and bus repair activities. The latter will be <br /> largely conducted within the confines of the maintenance buil�ing, and <br /> should not, therefore, be considered ambient noise. Bus and automobile <br /> movements generally occurring outside of the maintenance building <br /> represent the noise sources of primary concern. <br /> These activities becane even more importa.nt since they will occur <br /> throughout the more noise-sensitive hours o1 the early morning (before <br /> 7:00 AM) and the late evening (up to 11:30 PM). Numerous other vrhicular <br /> movements will occur throughout the work day, with some peaking of <br /> activities between 9:00 AM and 9:30 AM as well as around 3:00 PM. Routine <br /> bus maintenance such as refueling and bus washing will be performed during <br /> the night. Major bus component repair activity will mostly be performed <br /> dur�ng the work day. <br /> The Sno-Isle Vocational Skill Center, to tne west, was constructed in <br /> 1978. Present and projected aircraft noise from the 5nohomish Courty <br /> Airport (Paine Field) have dictated that noise insulation be incorporated <br /> into the buildings. Consequently, noise from the Operating Base should <br /> not impact the Center' s activities to any appreciable degree. E�erett' s <br /> Kasch Park, which is proposed to be developed to the east of the Operating <br /> Base, will be used for organized sports. 7he operations of nearby buses <br /> should not, therefore, be a significant acoustical intrusion upon the <br /> frequently noisy spectator sports. Parkiny for more than 350 vehicles, <br /> which will be be�ween the Operating Base and the soccer/baseball fields, <br /> is proposed for park users. <br /> It can be further assumed that the recreational fields will be used during <br /> the evenings, and that sounds emanating from Kasch Park will blend <br /> somewhat with those from the Operating Qase and from Paine Field. During <br /> inclement weather and times w�en use of the park is minimal, noises <br /> generated by bus movements will be somewhat more distinct. <br />
