Expanded Environmental Checklist
Prepared for the Office of Cortmunity Planning
Snohomish County, Washington
Proposal: Carmunity Transit Operating Base
Page 5
Subjective responses to single-even aircraft noise levels further
reinforte the very low level of intrusion that the hypothetical 56 and 62
d8A bus activities generate, as shown in the following chart.
RELATIONSHIP BETWEEN SINGLE-EVENT '
AIRCRAFT NOISE LEVEL AND SUBJECTIVE RESPONSE
Maximum
Sound ,
Level
(dBA) Subjective Response
_________________________________________________________________
120 Extremely Noisy - Very Noisy Unbearable
110 Noisy - Very Noisy Very Annoying
100 Noisy Annoying - Intrusive
9p Moderate/Acceptable Intrusive - Noticeable
60 Quiet - Moderate/Acceptable Noticeable
7p Quiet Noticeable
60 Just Noticeable
Source: Great Britain Comnittee on the Pro6lem of Noise.
These numbers collectively suggest that the noise generated by the
f,ortmunity Transit Operating Base should have only a comparatively nom;nal
impact upon the closest residences. This will remain true even when the
residences are outside, and with Operating Base activities occurring
during very early or late hours.
Attached is Figure 14 from the Environmental Impact StaCement prepared for
the Paine Field Master Plan. This Figure shows the year 2000 noise
contours which would result from the "preferred" development of Paine
Field. It is included to show the relationship of the Comnunity Transit
site to the airport runways and noise-impacted areas.
(7) Light and Glare.
As previously noted, the Operating Base will be in use throughout the
hours of darkness. The building areas, refuPling island, bus wash, ad
bus parkina area will be lighted to permit night service activities. The
lighting fixtures selected for this facility will be of a t,ype to direct
the light downward. This fixture type will reduce the amount of li yht
that will be "spilled" ontn adjacent properties and, more importantly,
will reduce the potential for interference with aircraft operations at
Paine Field.
