These lights will only be on while the <br /> ballfields are in use; the Operating Base lights will be on all night, <br /> every night. <br /> (8) Land Use. <br /> Snohomish County' s current Paine Field Area Plan designates tne project <br /> site and surrounding area for low density residential development. The <br /> site is now zoned in the Rural Use (RU) classification. 7he Rural Use <br /> classifir_ation permits governmental facilities as Conditional Use (S.C.C. <br /> 18=64.030). <br /> The Snohomish County Airport Comnission and the County Council have <br /> adopted a long range plan for Paine Fie�d known as the Paine Field Master <br /> Plan. The plan designates the area to the south of the Cormiunity Transit <br /> site for industrial develoar�ent. Comnunity Transit's proposed use of the <br /> site as a transit base is basically industrial and would be compatible <br /> with the Paine Field Master Plan. <br /> Snohomish County' s proposed (pending) Paine Field Area Comprehensive Plan <br /> designates the project site and surrounding area for industrial prrk or <br /> light industrial development. <br /> The City of Ever•ett' s Southwest Everett Comprehensive Plan designates the <br /> area to the north and west of the project site for manufacturing and <br /> industrial uses. <br /> Both the pending Snohomish County Paine Field Area Plan and the Southwest <br /> Everett Comprehensive Plan would support the use of the site as proposed. <br /> (10) Risk of Upset. <br /> L�se of the project site as a transit 6ase involves some known risk of <br /> upset. Bus fuels, lubricants, cleaning solvents and miscellaneous <br /> flartmable materials will be both store:d and handled in substantial <br /> quantities at the site. In addition, the maintenance operation will <br /> involve the use of welding equipment, paint, and other activities that <br /> involve sane de9ree of risk. These risks, however, are largely known and <br /> the physical arrangement of the site, the equipment used, and the work <br /> procedures followed take these risks into account. <br />
