Expanded Environmenial Chtcklist <br /> Prepared for the Office of Comnunity Planning <br /> Snohomish County, Washington <br /> Proposal: Comnunity Transit Operating Base <br /> Page 8 <br /> (16) Utilities. <br /> Water service for the site w?11 be provided by the Mukilteo Water <br /> District. Sewer service wi11 be provided by the City of Everett if the <br /> project site is annexed. Both systems are presently 3ocated in Casino <br /> Road, approximately 650 feet north of the north boundary of Kasch Park. <br /> Sewer and water service will be brought from Casino Road to the northwest <br /> corner of Kasch Park by a canbined City/Comnunity Transit development <br /> agreement. Sewer service for Lhe Cartnunity Transit f acility will be <br /> directed to this point. Water service will be extended from this point, <br /> alung the Community Transit site to Airaort Rcad, providing a looped water <br /> system. The specific route for the sewer and wzter lines have yet to be <br /> determined. • <br /> If the project site can not be annexed t� Fve:��ti in the near future, <br /> sewer service will have to be accanplishe� hy �°:��t;e� �ethod. By <br /> ordinance and policy, Everett will n�t permit sewer hookups beyond their <br /> corporate boundary. The project sitQ is nut in an e�tablished sewer <br /> district and there are no non-Everett sewer• �ines c'ose to the site. <br /> The most reasonable alternative to connecting to the Everett sewer system <br /> is to accomnodate the Comnunity Transit developr,ient with a sewage holding <br /> tank pending either annexation or extension of sewer service through the <br /> Airport' s BOMARC site. <br /> Storm drainage from the Cortmunity Transit site will directed across Kasch <br /> Park to the marsh area, � natural detention system, on the east boundary <br /> of the park. Imp!•ovement plans far Kasch Park are now in process, and <br /> those plans should allow for drainage from the �orrmunity Transit site. <br /> Drainage plans for the project site will meet or exceed the standards <br /> established by Snohomish County and the City of Everett. Grit, oil and <br /> water separation are an imE�ortant element of the Comnunity Tra�sit site <br /> plan. On-site storm water retention can te accomnodated if required. <br />
