Treffic Impect A.�alysie, <br /> of the Prapcsed Community Transit , <br /> ' Opereting Base <br /> Conciusion <br /> Thr_ purpose of this technical memo is zo evaluate the impact on tt�e nearby <br /> street system of tha projected t=affic generated by the Opereting Base. <br /> Fzgure 1 depicts the site locatian and the Arterisl Street Plan. <br /> Airport Road is pro,jected to have sufficient capecity in 19'JO when t:�e <br /> bese is fully operational. Estimates of trriffic demand g�nerated by the <br /> transit ba=e to be located east of Airport �ond bPtwe�:i the cross streets <br /> of 100th St. S.W. and Casino Roed kere prepared. '1'hese volumes as part of <br /> the projectrd traffic for 1990 were compared to the capacity of the street <br /> system. Based on this analysis it was co�cluded thet in the vicinity of <br /> the site, there will be no serious traffic impact by the project. The <br /> intersection of Ai.rport Road and S.R. 99 is currently expeziencing heavy <br /> peak hour congestion and the S.P.. 526 on-ramps will .be congested. The <br /> pro,jected site traffic will increase the traffic voiume at these intersec- <br /> tions by 3%, which is not significant. ?'he proposed intersection improva- <br /> ments will eliminate these problem areas. <br /> Existing Traffic Gonditions <br /> 1'raffic counts on Airport Road and Casino Road were furnished b� the City <br /> of Everett staff. P.M. peakhour traffic counts including turning move- <br /> ments and classification counts for Oc.tober 1982 were made available by <br /> :he Snohomish County Traffic Department for the intersection of Airport <br /> Roed and 100th St. S.W. Airport Road is composed of 4 thru lanes plus a <br /> left turn lanE. The volume is below the available street capecity. 1'he <br /> Subregional T:ansportation Study titled, "1990 Transportation Plan", June <br /> 1981 analyzed the axisting traffic conditions in the area. The report <br /> indicates the intersection of Airport Road and S.R. 99 has severe P.M. <br /> peakhour congestion. The intersection of Casino Road and the S.R. 526 <br /> interchange c.ith S.R. 99 are experiencing heavy peak hour congestion. <br /> Traffic projectir.ns were made in the rNport for 1990 for the arteriel <br /> system. A 199C capacity analysis indi�ates the above intersection would <br /> be deficient unless improvements are made. The report recommends improve- <br /> ments to widen the intersections of AirPort Road and S.R. 99 and S.R. 99 <br /> and also at Casino Roa�! and S.R. 99. The report also recommends the.t <br /> treffic su�veiliance contrcl remp metering and HOV bypass lanes be <br /> provided on I-5 at the interchange at 128tn S.W. end on S.R. 526 at the <br /> Azrport Road i.nterchange. These impro��ements would eliminate probiems of <br /> congestion for the Lransit cperations. The report goes an to report there <br /> currently are insufficient funds to construct all of these improvements <br /> within .he 1983 to -89 construction timetable nnd additional gas tex funds <br /> will be necessary. A bill is currently before the Stnte Legisla+.ure to <br /> progressively increase the stete gas tax. <br />
