Subjec[: Establishing a <br /> Comprehensive Plan & Rezone of the Community <br /> Transit 5ite Annexation Area Idest of Kssch Park. <br /> Dear Mr. Dericks�n, <br /> We have reviewed this report and declaralion of non-significance and find <br /> them unacceptable because the impact to the existing transportation system <br /> has not been sufficiently addressed. Figures 2 and 3 of this report show <br /> significant automobile and coach traffic to ar.d from this proposed terminal, <br /> 4-8 A.M, and 3-5 P.M. These two periods are in direct conflict with our <br /> shift change traffic flow. <br /> The addition of the tx�nsit facility will impact tl�e entire 2�irport Road <br /> corridor from SR 526 to i-5 and SR 576 from Airport Road to I-5, particu- <br /> larly at the major intersections, some of which are currently coagested. <br /> T:iere is also a concern for coaches exiting the facility, mak.ing a left <br /> turn, thus crossing the northbound traf£ic, to head south on Airport Road. <br /> The impact analysis in the *eport refera to conges::ed intersection problems <br /> being identified along with solutions in the 1990 Transpo:tation Plan. As <br /> you are aware, the City Planning Depa:tment is represented on the Southwest <br /> Everett/Paine Field Transportation Committee that is working with PSCUG to <br /> update the traffic plan for the entire area. �ue to the fact of the transit <br /> facility's impact starting in 1985 and tne 1990 plan being revised Uy th� <br /> above-mentioaed co�ittee's action (to year 20x�c) , it i:; not ressonable for <br /> the transit facility's impact to be mitigates by ir�nla,�entation of these <br /> long range plans. <br /> It is recommended that the transportation system's impacts, solutions and <br /> fui�ding mechanisms be established prior to approval of the facility. <br /> Sincerely, <br /> J.
