The DOT `'_-_.�.- <br />has replaced the broken freeway drain pipe, and we are now not as conc:erned about <br />more sand and mud as we are about wha= the water is doing when it exits the state <br />drain pipe at Larimer Road. <br />On six (6) separate occasions (Oct. 25, Gct. 26, Nov. 20, Nov. 23, Nov. 25, and <br />Nov. 26) since the pipe was replaced, moderate rain and the resultant runoff <br />filled tne 24" outlet pipe and caused water to boil out of upline manholes. The <br />12" and i8" ditch culverts along Larimer Road forced the water out of the roadside <br />ditch and onto Larimer Road, We have coristructad approximately 150' of berm on <br />the east side of the road to keep the water out of the sheep shed, orchard, and <br />garden which we have just finished cleaning of mud and sand from the May 13, i986, <br />drain pipe break. As lon9 as we maintain the berm, water doesn't flow into those <br />areas, but it does seep into the sheep loafing areas. Larimer Road is turned into <br />a shallow canal during those moderate rainfalls, and cars, driving at or above the <br />speed limit through the water, throw the water against the building. The water, <br />that daesn't go int� the building and damage the hay and wood stored inside,�9oes <br />under the building and seeps into the sheep loafing area. Extra ditching and extra <br />bedding is not keeping ahead of the water when it rains. Drivers hitting the water <br />flowing down the road (there aT•e no warning signs or flashing barricades) sometimes <br />lose momentary control of their vehicles. It is only a matter of time before the <br />overflowin9 water will cause a serious traffic accideni and probably additional� <br />property damage to our buildings. The strong discharge from the two drain pipes <br />in the 6700 block is also washing away the shoulder ef the road, and the edge of <br />the pavement is cracking and in danger of crumbling into the ditch. <br />The drainnage system is obviously overloa�ed as engineers tell us that this type <br />of system is running at capacity when it is running half full at the outlet. The <br />pipe has run compl?tely full on six separate days in October and November since it <br />0 <br />
