F:ndings: The proposed structures will be built with the same alignment as other <br />buildings on site. The length of the proposed structures, which will be placed at <br />an east-west d'uection, will not be pdrallel with ihe Snohomish River which flows <br />in a south to nerth direction. However, the existing irtanure settling pond extends <br />further into the floodflow than tte proposed structures. <br />Conclusions: The proposed strucrlres should not create additional obstruction to <br />the flow of the floodwaters. <br />5. Structures shall be fimily anchored ro prevent flotation. <br />Findings: Building code requires structures [o be anchored to a foundation. <br />Conclusions: The structures will be firmly anchored. <br />6. Electrical and heating equipment shall be constructed two feet above the <br />regulatory flood protection eleva[ion. <br />Findings: The Applicant proposes no electricai or heating equipment. <br />Conclusions: This requirement is not applicable. <br />As a minunum, the proposed structures and fill shall also satistiy the requirements of <br />Federal Regulations Title 44 CFR, Part 603 and Section 30.050 of this tide as de�cribed <br />below. Since the floodway is an extremely hazardous area due to the velocity of <br />floodwaters which carry deUris, potential projectiles and erosion potential, Subsection <br />30.OSO.0 requires the following provisiens to apply: <br />1. The cumulative effect of any proposed development, where combined with all <br />other existing and proposed development, shall not increase the water surface <br />elevation of the base flood more than one foot at any point in the commur. ry. <br />Findings: The proposed structures are needed to replace a 40'X100' and a <br />30'X100' bunker silo, a 50'X100' barn with a 35'X100' lean-to, and a <br />30'X80'X6' raised cement holding pen being removed by Snohomish County and <br />the Marshland Fleod Control District for road and dike repair. Two homes arc <br />also being removed. <br />Conclusions: The cumulative effect will be reduced. <br />2. New construction and substantial unprovement of any commercial, industrial or <br />other nonresidential structures shall eitl�er have the lowest floor, including <br />basement, elevated to two feet above of the base flood elevation; or, together with <br />attendant utiliiy and sanitary facilities, shall: <br />
