:� <br />� <br />The Pl�,nning Director approved the request based on the following: <br />The structures are proposed to be built within the Rnral Floodway District (RFD). The <br />RFD is subject to periodic flooding of the Snchcmish River and are also subject to <br />regulaticns of the Federal Flood Insurance Pro@,ram. No structures or fill aze permitted <br />within the flood�vay except as permitted under Sub�ec±ion 30.030.0 of the City of <br />Evarett Zoning Code. The proposed structur�s ancl till widiin the floodway must obtain <br />a Floodplain Development permit using Review Process II. Review Pro�ess II involves <br />a written decision by the Planning Director to "...approve, disapprove, or approve with <br />conditions the use proposed by the applicant" (Section 42.100.B). <br />The proposed structures and fill must be evaluated per the fellowing criteria as required <br />by Subseccion 30.030.D of the Ciry of Everett Zoning Code: <br />1. Any fill permitted must have a beneficia] purpose, and the size of the fill must <br />re7ate to achieving said purposes. A plan shall be submitted illustrating the uses <br />proposed for the fill and its dimensions. <br />Findings: Tlie fill will be used to raise the floor elevat:on of the proposed <br />structures. <br />Conclusion: The Applican[ will submit a fill and grading plan with the building <br />permi[ application. <br />2. Such fill shall be protected against erosiun by riprap, venetation cover, or <br />bulkheading. <br />Findings: There will be no structures upstream from the proposed structures to <br />divert the floodwaters. <br />Conclusion: The applicant will be required to show how the fill will be <br />protected. <br />3. Structures shall have a low flood-damage potential. <br />F,ndings: The applicant states that the structures will be constructed mainly with <br />metal and concrete. The structures will be open on two sides. <br />Conclusions: The structures will have low flood damage potential. <br />4. Structures shall offer minimum obstruction to the flow of floodwaters by being <br />pzrallel to the direction of floodflow and by locatinb on the same floodflow lines <br />as adjoining structures. <br />
