The following conditions shall be set <br /> by the owner prior to proceeding with construction: <br /> 1. P?sign af foundation footings and walls shall be preparad by <br /> a structural engineer with personal knowledge of the site <br /> conditions. <br /> 2. Geotechnical information shall be provided to the structural <br /> engineer adequate for a complete analyais. <br /> 3.
