This inspection was limited to the exiting problems throughout the building and the exiting and fire access problems in the basement, with the intent of beginning a process resulting in a resolution of the life safety and Firefighting problems inherent in the structure. The followinq code provisions apply to these problems: 1. The 1988 Uniform Fire Code, Article 1, Section 1.103(b) states "The provisions of this code shall apply to existing conditions as well as to '�1 conditions arising after the adoption thereof, except that conditions legally in existence at the adoption of this code and not in strict �� compliance therewith shall be permitted to continue only if, in the opinion of the chief, they do not constitute a distinct hazard to life or '�' property." �� 2. The 1988 Uniform Fire Code, Article 10, Section 10.306(b), and the Uniform Buildi�g Code, Chapter 38, Section 3802, state ". .. an automatic ' sprinkler system shall be installed: 1. In every story or basement of all ' buildings whe�� the floor area exceeds 1500 square feet and there is not provided at least 20 squ�re feet of opening er�tirely above the ad,foining � ground levei in each 50 lineal feet or fraction thereof of exterior wall � in the story or basement on at least one side of the building. Openings � shall have a minimum dimension of not less than 30 inches. Such openings �� shall be accessible to the fire department from the exterior and shall � not be obstructed in a manner that fire fighting or rescue cannot be �' accomplished from the exterior. When openings in a story are provided on ' only one side and the opposite wall of such story is more than 75 feet � from such openings, the story shall be provided with an approved automatic sprinkler system, ur openings as specified above shall be �� provided on at least two sides of an exterior wall of the story.
