Bidders rtust appear on the Commmity Housing Improvement Program ((]iIP) <br /> Contractors List in order to be eligible to bid. <br /> 2. Bids �st be made on City of Everett CHIP forms, all blank spaces in <br /> the form must be filled out, the appropriate signatures must be <br /> provided in longhand and the completed fopre must be without notes, <br /> scribbles, alteration and erasure. Zfiere should only be one figure per <br /> provided line per each indivicival item. All spaces ace to be filled in <br /> with BLALR INR. <br /> 3. No oral, telegraphic or telephonic proposals oc modifications will be <br /> considered. <br /> 4. Bida shall be addressed to the awner in care of CNIP, enclosed in a <br /> sealed envelope and labeled as Eollows: <br /> A. Camnunity Housing Lnprovement Program, 3002 Wetmoce, Everett; <br /> B. Name and addceas of the owner; <br /> C. Name and addtess of biddec; <br /> D. Dnte and time of bid opening; and <br /> E. Al•tention: Housing L�provement Advisor/Inspector <br /> 5. Before sudnitting a bid, bidders shall carefully examine all contract <br /> documents, fully infocm themselves as to all oonditions and limitatione <br /> and include in the bid a sum which covers the cost of all items <br /> included in the oontract. <br /> 6, Bidders shall carefully examine the property before bidding. <br /> 7. 1he awner and CfiIP will invite pcoposals only frcm contractors to whom <br /> ; they would be willing to award a contract. By owner selection, bids <br /> shall be let to any contractor within 109 of the lw bid or either of <br /> the two loweat bida. Contractors added at the request of the amer <br /> must fill out and oaiplete the Contractors Pbrm and be approved by the <br /> Loan Iieview Qaenittee (LRC) prior to becoming an eligible bidder. <br /> 8. 4fie amer reaervea the right to reject any and all bids. <br /> 9. My Addend�an isaued prior to the bid opening shall be included in the <br /> bid. <br /> 10. 'fie a+ner shall have ten (10) days from the time of opening of bids to <br /> accept the bid su6mitted and to aaard the contract. Acceptance of a <br /> bid is indicated by the execution of a contract. <br /> ' 11. Within five (5) days after execution of a contract, the owner and C�iIP <br /> will issue a Notice to Proceed with the work. If such a Notice is not <br /> issued within five (5) days, the bidder may, at his option, withdraw <br /> his bid. <br /> 12. If requested to do so by the owner or CHIP, the bidder shall provide <br /> additional information about his/her qualifications, financial status <br /> o: that oE proposed subcontractors. <br /> 13. Bids must be prepared by, or under the supervision of, the person in <br /> the bidder's organization who is licensed as a contractor. All <br /> contractors and subcontractors shall have a current Washington State <br /> Contractor License. <br /> 14. In accordance with contract requirements, work must be perEornied <br /> eEficiently and expeditiously, under competent supervision at a11 times <br /> and will be subject to frequent inspections. <br /> 15. All cequired permits shall be obtained by the crontractor before <br /> coimnencing nork and the costs oE obtaining permits shall be included in <br /> bids. 'Ihe permit evaluation shall be based upon the total value of all <br /> of the cronstruction work for which the permit is issued as well as all <br /> finish work, intin , rooEin , electrical, lumbin , mechanical, <br /> ea_ing an any o er pernanen ec�iipment. <br />
