Ebert <br />Herbor Mountain Development <br />291 l�h Hewitt Avenue, Suite 1 <br />Everctt, WA 98201 <br />RE: Riverside Square Pazking <br />Dear C.J., <br />hK <br />Paul4 Roberrs <br />Duecto� <br />By this letter. the City is responding ro your letter of June 7 regarding Lots I-1 l(Parcel A) and <br />Lots 28-30 (Parcel B), Block 655 Swallwell's 2nd Add'n to Everett, also known rs 2901 through <br />2915 Hewitt Ave. and parking lot on Maple Street. You have reyuested from the Planning <br />Department a written determination conceming the buildings and parking lot on the subject <br />properties and whether they can be considered as separate parcels ior zoning purposes. <br />The subject property is zoned C-I, General Commercial. The existing buildings on Parcel A <br />contain a mix of uses, including office, rcstaurant, and residential uses. The currcnt uses aze <br />permitted in the C-1 zone. According to infortnation you provided (i.e., Riverside Parking <br />Analysis), there are presently 40 parking stali� on Lots 1 through l 1, which includes a single lot <br />on the north side of the alley. The parking lot on Parcel B is a stand-alone lot thut was pertnitted <br />by the City in 1977 (SEPA No. 77-083). This lot is located north of the alley and has 22 parking <br />stalls. <br />Although the buildings were originally constructed prior to implementation of any zoning and <br />parking standards, a pazking variance was granted to the propeny owner in 1975 to allow for <br />renovation of the buildings. The variance required a total of 26 parking spaces on Lots 3 through <br />10. This variance remains valid, assuming that none of the structures on Lots 3 through 10 have <br />been demolished since the variance was granted. The variance did not discuss or addrcss parking <br />on Lots 1, 2, 11 or 28-30. The buildings would be considered confortning with rcgard to parking <br />because a land use permit was granted. Subsequent to the granting of the variance, the propeRy <br />changed ownership and in 1981, Mr. Duffy const�ucted a parking lot on Lots l and 2 with <br />approximately l9 pazking stalls. <br />CITY OF EVERETT <br />2930 Wetmore Avenue.
