Ebert <br />Harbor Mountain Development <br />29l 1!h Hewitt P.venue, Suite 1 <br />Everctt, WA 98201 <br />RE: Riverside Square Parking <br />Dear C.J., <br />By this letter, the City is responding to your letter of June 7 regarding Lots I-1 l(Parcel A) and <br />Lots 28-30 (Parcel B), Block 655 Swallwell's 2nd Add'n to Everett, also known as 2901 through <br />2915 Hewitt Ave. and parking lot on Maple Street. You have requested from the Planning <br />Department a written determination conceming the buildings and parking lot on the subject <br />properties and whether they can be cunsidered as separate parcels for zoning purposes. <br />The subject propeRy is zoned C-1, General Commercial. The existing buildings on Parcel A <br />contain a mix of uses, including office, restaurant, and residential uses. The currcnt uses are <br />permitted in the C-1 zone. According to information you provided (i.e., Riverside Parking <br />Analysis), there are presently 40 parking stalls on Lots 1 through 11, which includes a single lot <br />on the north side of the alley. The pazking lot on Parcel B is a stand-alone lot that was permitted <br />by the City in 1977 (SEPA No. 77-083). This lot is located north of the alley and has 22 pazking <br />staUs. <br />Although the buildings were original{y constructed prior to implementation of any zoning and <br />parking standards, a parking variance was granted to the property owner in L975 to allow for <br />renovation of the buildings. The variance required a total of 26 parking spuces on Lots 3 through <br />10. This variance remains valid, assuming that none of the structures on Lots 3 through 10 have <br />been demolished since the variance was granted. The variance did not discuss or address parking <br />on Lots l, 2, 11 or 28-30. The buildings would be considered confortning with regard to parking <br />because a land use permit was granted. Subsequent to the granting of the variance, the property <br />changed ownership and in 1981, Mr. Duffy constructed a parking lot on Lots 1 and 2 with <br />approximately 19 parking stalls. <br />CITY OF EVERETT <br />2930 Wetmore Avenue.
