P.EQUEST %c—/. _ �=�F'�,�i= <br />' Mr. Newland is beginning preparations to upgrade the several <br />buildings on the north side of ilewitt Avenue in the 2900 <br />Block (between Pine and Maple). As provided in the Zoni.ng <br />Code any structural alteration of an existing building <br />requires full compliance with the parking standards. In <br />this case, a remodeling of approximately 17_ 5�25 s qu�are <br />feet of building area wotld necessitate �e_ventv-two�parking <br />spaces. Mr. Newland wishes to provide only<.twenty-six, � <br />�' ' <br />II. ARGUh1ENTS IN FAVOR: ' <br />� �` <br />A. There should be some flexibility in this case to pro- <br />vide incentives for a private rehabilitation effort. <br />B. There is significant historical and architectural sig- <br />nificance attached to the buildings on this block. <br />C. There is non-metered, on-street parking which will be <br />available during peak activity periods. Other uses <br />in the area will not place substantial demands on this <br />parking. <br />D. The applicant has negotiated with the Bank of Everett <br />seventeen additionai spaces for use after the Bank's <br />_ 5:00 P.M. closing time. This parking is directly ad- <br />jacent to the remodeling project, across Pine Street. <br />E. The a�,plicant has indicated his intent to negotiate <br />�vith other property o�aners for additional parking <br />but these are all tentative. On the other hand,the <br />financing dictates that liis project commence immedi- <br />ately, thus the Variance. <br />II2. ARGUPI�NTS AGAINST: <br />A. This is a substantial variance from the Code and could <br />conceivably establish precedents for reductions request <br />in other locations. <br />B. Tliere are some residential properties to tlie north of <br />this facility �ohich could be impacted by par;:ing on <br />adjacent streets. <br />C.
