QUESTIONS: <br />None. <br />V. POSSIBL� FINDINGS: <br />A. That there are exceptional circumstances or conditions <br />applying to the subject property that do not apply to <br />other properties in the same vicinity or zone, namely: <br />1. That the buildings planned for remodeling are of <br />significant historical and/or architectural value, <br />the rehabilitation of which can only be facilitated <br />by an easing of parking requirements. <br />S. That such variance is necessary for the preservation <br />and enjoyment of a substantial property right of the <br />appeiiant possessed by the owners of other properties <br />in the same vicinity or zone, namely: <br />1. It is the policy of the City of Everett to encourage <br />programs by any and all parties which serve to re- <br />vitalize declining commercial areas. <br />2. The City in the past has attempted to balance off- <br />street parking needs e�ith the viability of the <br />interested uses to be served by that parking. <br />C. That the authorization of such variance will not be <br />materially detrimented to the public �velfare or in- <br />jurious to property in the vicinity, because, <br />1. Peak activity (eveninys and weekends) should not <br />conflict with on-street parking demands of other <br />land uses in the area. <br />2. Areas adjacent to the proposed Riverside Square <br />are zoned canmercial, although there are some <br />residences in the vicinity. <br />D.. The granting of the Variance will not adversely affect <br />the comprehensive plan. <br />� <br />
