WASlIINGTON
STAFF REVIEW--VARIANCE RGQUST
BEN NEWLAND 2900 BLOCK, HE4ITT AVENUE
Z. REQUEST
' Mr. Newland is beginning preparations to upgrade the several
buildings on the north side of Hewitt Avenue in the 2900
Block (between Pine and Maple). As provided in the Zoning
Code any structural alteration of an existing building
requires full compliance with the parking standards. In
this case, a remodling of approximately 17,625 square
feet of building area would necessitate seventy-two parking
spaces. Mr. Newland wishes to provide only twenty-six,
II. ARGUMNTS IN FAVOR:
1 .,
. t
` {

i'
:
.
0
A. There should be some flexibility in this case to pro-
vide incentives for a private rehabilitation effort.
B. There is siqnificant historical and architectural sig-
nificance attached to the buildinqs on this block.
C. There is non-metered, on-street parking whicli will be
available during peak aci:ivity periods. Other uses
in the area will not place substantial demands on this
 parking.
D. The applicant has negotiated with.the Bank of Everett
seveni:een additional spaces for use after the Bank's
5:00 P.M. closing time. This parkinq is directly ad-
jacent to the remodeling project, across Pine Street.
E. The aoplicant has indicated his intent to negotiate
with uther property owners fur additional parking
but these are all tentative. On the other hand, the
financing dictates that his project conunence immedi-
ately, thus the Variance.
III. ARGUMNTS AGAINST:
A. This is a substantial variance from the Code and could
conceivably establish precedents for reductions request
in other locations.
B. There are some residential pr.operties to the nor.th of
this facility which could be impacL-ed by parking on
adjacent streets.
C. If this project leads to addit.ional r.ehabi].itation efforts
in the Itiverside area, ther.e could be i.ncreased congestion
caused by a lacl: of ofi-strect parl:ing.
