Cronin asked why so much parking was being required if the <br />occupanci.es of the building have not chanqed. Mr. Sliockey <br />explained that the zoning code states that if a building does <br />not have the necessary number of parl;ing spaces and is struc- <br />turally altered than it must come in with full compl=ance <br />with the code. <br />Mr. Gable (Gable's rurniture Company, 2920 Hewitt) asked Mr. <br />Newland if he was aware thai: a second restaurant is proposed <br />directly across from his buildings. bir. Newland responded that <br />he was, b1r. Gable then asked if Mr. Ivewland felt that his <br />restaurant and otlier businesses would create parking problems <br />for this second restaurant or other businesses in the area. <br />Mr. Newlan3 stated that he had conducted surveys of parking in <br />this area and had L-ound very little use being made of ekisting <br />on street parking spaces. He did not feel that his proposed <br />project would cause undue hardsllips on businesses. Mr. Gable <br />stated that he would have to voice oUjection to tliis request <br />without more assurance that all parking could be accomodated <br />on street. He felt that if cars took up all of the spaces <br />in this area it would hurt Y�is business. <br />After visually viewing the subject property and considering all <br />the facts, it was moved by Mr. Baird and seconded by Mr. IIerg <br />to grant this request for tlie follo�vinq reasons: <br />1. That there are er.ceptional circumstances applying <br />to the subject propert-y that do not apply to <br />other properties in the same vicinity or zone, <br />specifically that the buildinrts planned for re- <br />modeling are of significant i�istorical and/or <br />architectural value, the rehabilitation oi which <br />can only be f.acilitated by an easing of parking <br />requirements. <br />2. That such a variance is n�cessary for preser.vation <br />enjoyment of the substantial property right of <br />the appellant possessed by the owner� of other <br />properties in ihe same vicinity or zone, specifi- <br />cally tliat it is the policy of the City of P•.verett <br />to encourage programs by any and all parties �ohich <br />serve to revitalize declining commercial areas; <br />and further that t-he City in ihe past has attempted <br />to balance off street par}:ing n�eds with the viabili.ty <br />of the intended uses to be served by that parking. <br />
