' <br />DESCRIPTION OF PROPOSAL - The proposed action is the issuance of grading <br />permits to allow the construction of an approximately 48 stall parking lot. <br />The following factors were considered, and the listed requirements were placed <br />in response to comments submitted during our review of an environmental <br />checklist for this proposal: <br />1. The site is zoned C-2, Heavy Commercial-Light Industr3al 2one, ahich <br />would permit the proposed use. <br />2, The parking lot is proposed to provide parking adjacent to an existing <br />restaurant. <br />3, Drainage must be designed in compliance With the City's Drainage <br />Orainance. <br />4, Landscaping of the parking lot and street frnntages must be provided in <br />compliance With Section 19•40.050 of the Zoning Code, ana Section 1.13 <br />of the City's Standards and Specifications Manual. <br />5, petailed orawings in accordance with City design and construction <br />stanaaras shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the <br />public rignt-of-uay, Public Works Department approval of these <br />arawings is required prior to any permits being issued. <br />6. The proposec new driveway on Chestnut is not allowed. <br />7. The Department of Transportation is proposing a new Highway 2 access <br />onto Hewitt from the south Which tirould impact the proposed parking <br />lot. A"rough" location of the new Highway 2 aceess east curb would be <br />along a line connecting the applicant's southr+est property corner to a <br />point approximately sixty-five (65) feet east of the applicant's <br />northwest property corner. <br />g. Egress ano ingress with Hewitt Will be limited to right turn only. If <br />the DOT constructs a new access ramp to Highway 2, the City 1t�affic <br />Engineer may further restrict traffic movement via Hewitt, i.e., all <br />access patterns could be restricted/eliminated to and from Hewitt. <br />g, 1Wo (2) existing ariveaays are locatea on Hewitt. The applicant is <br />proposing to use one of them. The second driveway aill be in the <br />vicinity of the proposed new State access ramp. The applicant can <br />either remove this driveway as a part of his parking lot permit or <br />provide a performance bond to ensure its removal if the State access <br />ramp is not installed. <br />.�1 <br />
