Box 538
Ev^rett, Washington 98201
Attention: Mr. Tom Onishi
Reference: Hewitt Avenue Terminal - Final Inspection
South Portion
Dear Mr. Onishi:
On Tuesday, August 28th, the final engineering inspection was made on
the south portion of the project extendinq from the Pier #3 railraad spur
to the south boundary of the project. The inspection was made in the
company of Gerry Bader of Swan Wooster, Tom Anderson of General Construc-
tion Company, Paul IIuFalry of Lee Johnson & Associates, Tom Onishi of
•the Port of Everett and the writer.
The inspection of the bulkhead face was made by boat and no discrepancies
were noted in the construction of the bulkhead. The waler had been satis-
factorily placed including tie-rods and fender piling. The closure strip
linking the new bulkhead with the old at the south end of the project was done
satisfactorily. The concrete coping was found to be satisfactory although
the alignment had been adjusted to match the sheetpile alignment which
created an offset for approximately four inches in the alignment near the
south portion of the coping. This re-alignment was necessary to match up
with the old bulkhead and maintain adequate concrete cover over the sheet-
piling ,
The south area is properly prepared for asphalt surfacing, and appeared to
be well compacted and well graded with adjustment in grades to accommodate
six inches of asphalt at the coping and at the Pier 3 area. The grading for
adequate drainage was accomplished and no discrepancies noted. The fill
area immediately adjacent to the east end of the Pier 3 warehouse had settled
in a couple of locations which would require a minor amount of filling, Some
settlement was noted at the east end of the approach slab to the warehouse
