Just hours before the bid onenings, this office received a phone call from an anonymaus caller stating that there Were State regulations requiring the City to provide concractors with information on asbestos being present or not being present in the buildings. ilpon the openinq o£ tha bids, research began to determine if the caller presented us aith valid informa[ion. (� '�� Inforaation obtained by the City Housing Inspector and Legal Staff led to a �"� review of WAC 296-62-07707 which tequires that before authorizing any demolition, an oc�mer or oc•mer's agen[ shall perform a good faith inspection to � deter�ine xhether materials to be worked on or removed contain as6estos. The � � owner or owner's agent shall make available to any contractor submitting a bid [he �rritten statement either of the reasonable certainty of nondisturbance of asbestos or of aay asscmption of the presence of asbestos. � � ill �� .... � With this information in hand, the City has no alternative but to reject all bids received, correct the contract specifications, and recall for bids for demolition of the buildings. tdhen the new call for bids is prepared, you crill receive an invitation to bid.
