Just hours before the Sid openings, this office received a phone call from an anonymous caller stating that there rrere State regulations requiring the City to provide coatractors with information on asbestos being present or not being present in the huildings. Upon the opening of the bids, research began to determine if the caller presented us with valid information. Information obtained by the City Housing Inspector a¢d Legal Staff led to a review of WAC 296-62-07707 which requires that before authorizing any demolition, an owner or awner's agent shall uerform a good faith inspection to determine whether materials to be worked on or removed contain ashestos. The owner or owner's agent shall make available to any contractor submitting a bid the rrritten statement either of the reasonable certainty of nondisturbance of asbestos or of any assumption of the presence of aebestos. Wi[h this information in hand, the City has no alternative but to reject all bids received, correct the contract specifications, and recall for bids Eor demolition of the buildings. When the neW call for bids is prepared, you will receive an invitation to bid. The reject of all bids received vill be on the City of Everett Council Agenda February 13, 1991, at 8:30 a.m., City of Everett Council Cliambers, 3002 Wetmore, Everett, Washington.
