George Caudill <br />3925 High S[reet <br />Everett, WA 98201 / <br />/ <br />Re: Bid for Demolition at 3919 and 3923 High Street arv oF <br />everett <br />Dear Mr. 6 Mrs. Caudill: arv H.0 • es� e�ss <br />EVEFETT W�SH�NGTpN <br />The City of Everett conducted two bid openings during December 1990 for thee:o, <br />demolition of structures situated at 3919 Nigh Street and 3923 High Street, <br />Everett, Washington. <br />Just hours before the Sid openings, this office received a phone call from an <br />anonymous caller stating that there rrere State regulations requiring the City <br />to provide coatractors with information on asbestos being present or not being <br />present in the huildings. <br />Upon the opening of the bids, research began to determine if the caller <br />presented us with valid information. <br />Information obtained by the City Housing Inspector a¢d Legal Staff led to a <br />review of WAC 296-62-07707 which requires that before authorizing any <br />demolition, an owner or awner's agent shall uerform a good faith inspection to <br />determine whether materials to be worked on or removed contain ashestos. The <br />owner or owner's agent shall make available to any contractor submitting a bid <br />the rrritten statement either of the reasonable certainty of nondisturbance of <br />asbestos or of any assumption of the presence of aebestos. <br />Wi[h this information in hand, the City has no alternative but to reject all <br />bids received, correct the contract specifications, and recall for bids Eor <br />demolition of the buildings. When the neW call for bids is prepared, you will <br />receive an invitation to bid.
