To: Jim Iles, Assistant City Attorney <br />From: Marian Dent, Nousing Inspector �� <br />Date: April 4, 1984 <br />Subject: 6719 Highland - Dan Robbins <br />Over the past five years I have been working on a problem concerning <br />a very dilapidated structure being occupied by it's owner, Dan <br />Robbins,, who is not completely competent in handling the maintenance <br />ard upkeep of a structure for his own general health, safety and <br />wel'are. <br />Dan does not work and lives off of Social Security benefits. His <br />sister, Sharon Johnston, has custodial guardianship of his finan:,es <br />because he does not have the ability to handle his own financial <br />affairs. <br />Neighbors and businesses give Dan food and clothing when they feel <br />he is in need of it. He has no one to watch over him and is frequen- <br />tly seen in a dirty and sometimes filthy state. <br />Dan is very short tempered and will throw rocks at vehicles or <br />yell at people should they slight him. The Police Department has <br />been called out several times pertaining to incidents where Dan has <br />lost his temper. <br />The structure Dan lives in is not suitable for human habitation. In <br />1979 this situation was brought to my attention. Since then I have <br />been out to the house on several occasions. I have never been <br />inside of the structure but exterior observation of the structure <br />reveals the following: <br />All the windows in the structure have been broken out. <br />Neighbors have attempted to fix windows in the past only <br />to have the windows broken out again. <br />2. Doors at the main entrances have been broken off the <br />liinges. <br />3. The roof sags indicating deterioration of the roof framing <br />members. <br />4. There is mold growing up the side of the structure indicating <br />moisture under the house and surrounding tha house.
