Memo to Jim Iles <br />April 4, 1984 <br />Neighbors have called me in the past when they became concerned about <br />hearing explosions, seeing fireballs and smoke coming t�om the structure. <br />They seemed to think this was from a trash burner Dan was attempting to <br />use in an effort to get warm. They feared he might kill himself or get <br />seriously injured attempting to use the trash burner. I advised the <br />neighbors to call the Fire Department if they saw this again and I also <br />contacted Mrs. Johnston and informed her of what was happening. I <br />requested that I be allowed to make an inspection of the structure with <br />Mrs. Johnston in attendance and a Fire Inspector on hand. She said she <br />wanted to go through the house herself first. I was never called back <br />for the inspection. <br />The neighbors'have indicated that Dan has complained to them that someone <br />keeps coming into his house and taking food off his table. The neighbors <br />have stated that they have seen dogs come out of Dan's house with food <br />in their mouths. <br />In 1980 I had our Water Department check to see if there was water going <br />to the house. The billing for the vlater goes to h1rs. Johnston and is <br />always paid. Our lJater Department found the water to be shut off. Our <br />Water Department was told the water was shut off because there were <br />leaks in the house. <br />On March 29, 1984 I requested the Water Department to cfieck the records <br />again and see if the water was on. The billing for the water continues <br />to go to Mrs. Johnston and, as far as the Water Department is concerned, <br />the water is still on as the account is current. I requested that someone <br />be sent out to the house and check the shut off valve. Meril Long of <br />the Water Department went out to the house and reported back that he <br />was unable to locate the shut off valve. lie noticed that there were no <br />doors or windows intact on the house and therefore determined that there <br />wasn`t anyone living in the house so he walked in. <br />Meril found that the structure was cluttered with trash and debris and <br />found a mattress on the living room floor. He went into the kitchen and <br />saw that there were no faucets on the sink. He returned outside and <br />checked the hose bib and there wasn't any water. I,eel it is safe to <br />say that in all these years there has not been any water in the system <br />of the house. There definitely aren't any sanitation facilities in the <br />house. <br />On March 29, 1984 there was a meeting with indivjduals from DSHS, the <br />Department of Mental Health Services, City of Everett CSO Officers, <br />myself and concerned neighbors, business owners and one of Dan's sisters, <br />h1rs.
