Memo to Jim Iles April 4, 1984 Neighbors have called me in the past when they became concerned about hearing explosions, seeing fireballs and smoke coming t�om the structure. They seemed to think this was from a trash burner Dan was attempting to use in an effort to get warm. They feared he might kill himself or get seriously injured attempting to use the trash burner. I advised the neighbors to call the Fire Department if they saw this again and I also contacted Mrs. Johnston and informed her of what was happening. I requested that I be allowed to make an inspection of the structure with Mrs. Johnston in attendance and a Fire Inspector on hand. She said she wanted to go through the house herself first. I was never called back for the inspection. The neighbors'have indicated that Dan has complained to them that someone keeps coming into his house and taking food off his table. The neighbors have stated that they have seen dogs come out of Dan's house with food in their mouths. In 1980 I had our Water Department check to see if there was water going to the house. The billing for the vlater goes to h1rs. Johnston and is always paid. Our lJater Department found the water to be shut off. Our Water Department was told the water was shut off because there were leaks in the house. On March 29, 1984 I requested the Water Department to cfieck the records again and see if the water was on. The billing for the water continues to go to Mrs. Johnston and, as far as the Water Department is concerned, the water is still on as the account is current. I requested that someone be sent out to the house and check the shut off valve. Meril Long of the Water Department went out to the house and reported back that he was unable to locate the shut off valve. lie noticed that there were no doors or windows intact on the house and therefore determined that there wasn`t anyone living in the house so he walked in. Meril found that the structure was cluttered with trash and debris and found a mattress on the living room floor. He went into the kitchen and saw that there were no faucets on the sink. He returned outside and checked the hose bib and there wasn't any water. I,eel it is safe to say that in all these years there has not been any water in the system of the house. There definitely aren't any sanitation facilities in the house. On March 29, 1984 there was a meeting with indivjduals from DSHS, the Department of Mental Health Services, City of Everett CSO Officers, myself and concerned neighbors, business owners and one of Dan's sisters, h1rs. Merritt.
