Memo to Jim Iles
April 4, 1984
3. The structure would have to completely cleaned out to
remove all trash, garbage and filth.
I further related to the group that in 1980 when Italked with Mrs. Johnston
about Dan's living conditions, she said, "We plan to find a home and put
Dan in it then demolish the house he is in now because it isn't worth
saving."
I stated that in accordance with the Uniform Housin; Code the City has
the tools with which to remove Dan from the house but, "What would happen
to Dan if I were to take steps to put him out in the street. Where would
he go; what would he do; who could he turn to?" Tnis is the very reason
I have not taken any further action in this situation.
I have contacted DSHS, the State Attorney General's Office, the Snohomish
Health District and family members in the past in an attempt to get this
problem corrected. So far my efforts have been unsuccessful.
,]ust last week I had reports from the neighbors of Dan stating that he
was putting human aaste into the garbage cans outside.
The group then decided that perhaps a crisis was he thing needed in
this situation. The Piental Health Officer said that should the City
take steps to evict Dan from his residence they could take steps to
relp him as they feel it would be •iarranted. DSHS said they would also
be able to assist Dan as he would need a place to live.
The Mental Health people and DSHS personnel don't have the means to
initiate the positive action prevalent to this situation. The City
holds the only tools available to cause a turn of events in this situation
so that corrective action may begin.
I am confident that should the City take steps to have Dan removed from
his present living conditions, which are worse than those of our Animal
Control Shelter, other agencies in the area would step in and provide
help as is needed in such a situation.
I have worked for almost five years on this problem and will continue to
do so until an answer is reached.
The agencies I met with last week are waiting to see if the City plans
to take any action. , ,
- 4 -

z
0

n
m
.,
-I T
..
N 2
m
0
c o
m o
c-
-i c
o
z
_ -i
m
.o
n --+
rx
..
--I N
<

on
-i m
x
mN
0
or
c m
C N
N
Z C"
--i r
• m
n

s
n
z
-i

N
z
0
-i

m
