. <br />. <br />To: Everett City Council <br />From: Marian Dent, Housing Inspector <br />Date: November 5, 1964 <br />Subject: History of 6719 Highland Drive <br />7/19/79 - A complaint was received regarding the poor conditions of the <br />structure and concern for the occupant, Dan Robbins. <br />Complainant indicated that Mrs. Johnston, sister of Dan Robbins, <br />is supposed to be taking care of Dan and the property. <br />7/20/79 - An external inspection was conducted. Noted were broken windows and <br />doors, wood rot and structural deterioration. The premises was <br />overgrown with vegetation. <br />8/27/79 - After several attempts to call Mrs. Johnston and her failure to <br />return my calls, a certified letter, return receipt requested, was <br />sent to her requesting her to respond within ten days. <br />9/4/79 - Mrs. Johnston called and said as soon as possible she was going to <br />move Dan into another home and sell the property. She did not <br />feel that the house was worth rehabilitating. <br />1/24/80 - A neighbor called with great concern for Dan's safety and welfare <br />because she and her daughter had noticed flames in his huuse early <br />in the morning. They did not call the F�re Department because the <br />flames quickly subsided. I advised the neighbor co call the Fire <br />Department if smoke or flames were ever seen again in Dan's house. <br />I called Mrs. Johnston and informed her of what has been happening <br />and requested that I make an inspection of the interior of the <br />house. She said she wanted to go in the house before she would allow <br />me into it. <br />1/25/80 - There had been no cooperation from the family of Dan. Therefore, I <br />started to research the possibility of �SHS or Snohomish County <br />Mental Health being able to assist in caring for Dan so that some- <br />thing could be done to improve his living conditions. <br />6/29/81 - I found out the water had been turned off at the house. Apparently <br />the plumbing inside has been destroyed and there were leaks so the <br />water was turned off. I talked with Mrs. Johnston about the lack of <br />sanitary facilities and she said she would look into it.
