Memo to Council <br />November 5, 1984 <br />Re: 6719 Highland Drive <br />3/83 - There still had not been any cooperation on the part of Dan's <br />family in this matter and I could not find help through the social <br />agencies. I even made an attempt to find an avenue of assistance <br />throu9h the State Attorney General's Office. Mr. Ken McIntosh <br />referred me to Lorraine Lenz at DSHS here in Ever•ett. <br />4/83 - Dan started to demolish the garage on the property. He didn't <br />know how to go about it correctly aizd left it in a dangerously <br />unstable condition. <br />8/15/83 - The garage had finally been demolished after a letter had been <br />sent to Mrs. Johnston declaring the structure as dangerous. <br />3/29/84 - A meeting was held with representatives from DSHS, Mental Health., <br />City CSO, concerned citizens and Dan's sister, Elanore Merritt. <br />I wa�: informed at the meeting that the city had to take the <br />initial course of action before other agencies could become involved. <br />4/4/84 - During the past five years I had been very involved in several <br />complaints concerr.ing this situation and tried every avenue possible <br />to find alternative methods of correcting the existing conditions <br />of the living environment and violations noted. Unable to find <br />an alternative solution to this problem I submitted a report to <br />our Legal Staff and requested further direction in abatement pro- <br />ceedings . <br />4/18/84 - The Mayor and his Staff were made aware of the situation. <br />4/23/84 - Mayor Moore sent a letter to DSHS with copies to the family of <br />Dan, Or. Hyatt and Mental Health. The letter requested their <br />response in assisting the city in finding alternative housing for <br />Dan. <br />5/24/84 - The only response to thc Mayor's letter was from DSHS. DSHS <br />indicated that they would have problems relocating Dan because of <br />his destructiveness and unsociability. <br />5/30/84 - A letter was sent to DSHS indicating that another meeting would <br />possibly be constructive in finding a solution at this time. <br />6/27/84 Another meeting was held with everyone previously involved. This <br />time our Legal Staff and members of the Mayor's Staff were in <br />attendance. There was no solution found at the meeting. <br />7/30/84 - A meeting of City Staff was held �aith Jim Langus.
