__7 <br />L <br />FIL..L DECLARATION OF NON-SIGNIF._ANCE <br />i'80-92 <br />Description of Proposal: <br />The proposed action is the issuance of grading and building permits to allow the construction of a <br />19 unit apartment building. The following factors were considered and the listed requirements <br />placed in response to comments received from various City departments after their review of an <br />Environmental Checklist for this proposal. <br />1. Tile site is zoned B-2, Community Shopping Zone, which would allow the proposed use. <br />site contains <br />few <br />and <br />2 tlhe site is e foundation ofnalprevio sly existing residence rema y vacant. The eastern portion of nseaon the westernportiontofrthe�site. <br />3. Access is via Highway Place. <br />4. Parking must be provided in compliance with Zoning Code requirements. The 20 foot rear <br />yard setback may not be utilized for parking. <br />5. Domestic water service can be provided by the existing 6" water main, however fire flows <br />cannot be met to adequately serve this size. The 8" main in Highway Place to the south <br />will have to be extended at the developer's expense to meet fire flow requirements. <br />6. Drainage from site must be collected and transferred to existing systems by approved <br />methods. <br />7. A detailed drawing shall be submitted to the Public Works Department showing parking <br />layout, landscaping, driveways, utilities, storm drainage, and all required improvements to <br />the pub.�c right-of-way. Public Works Department approval of these drawings is required <br />before any permits are issued. All improvements shall be completed before the Occupancy <br />Permit is issue <br />As-builts, easement, and a one year Warrantee Bond in the amount of 10% of the cost of <br />construction of the public water system are required within 10 working days of obtaining <br />public water connection. <br />8. The actual cost shall be computed by the Building Department <br />per the ordinance in effect at the time and according to the information provided on the <br />approved plans on the date of permit issuance. <br />if. On -site detention is required. Drainage calculations must be submitted on a City Drainage <br />Plan submission form. Reseeding of exposed earth is required within 30 days of completion <br />of earth work. A temporary erosion control plan must be approved by the Public Works <br />Department prior to issuance of any permits. <br />12. A preconstruction conference on Civil Engineering portion of project is required prior to <br />approval of Public Works Permit. The Applicant shall arrange meeting involving Applicant, <br />job superintendent, contractor, all subcontractors, Fire Marhsal, Planning Department <br />Coordinator, Building Department Coordinator, Public Works Coordinator, Public Works <br />Inspector, and City Traffic Engineer. <br />13.
