( <br />14. Temporary erosion control measures for construction activity must be operational prior to <br />commencement of any clearing or earthwork. <br />15. Storm water treatment is reyuired when 5,000 square feet or more of hydraulically-connected <br />pavement is created arrd/or redeveloped by a project. Treatment of sronn water runoff from <br />hydraulically-connected pavement must occur, per Ciry standards, prior to discharge of the srorm <br />water from the site, or to a stream, weQand, or underground infiltration system. If suitable soils <br />exis[ on the site, surface stormwater infiltration systems (e.g., pervious pavers or surface ponding <br />areas and/or swales) may be used to hydraulic :Ily disconnect pavement. Prom a stormwarer <br />treatment standpoint, fbr a pavement area to be considered hydraulically-disconnected, stonnwater <br />runoff from at Icast the 6-munth, 24-hour stnrm must be fully retaincd and/or infiltrated. <br />Stormwater detention is required when 5,000 square feet or more of h��draulically-connected <br />impervious area is created by a project. If suitable soils exist on the site, underground infiltration <br />systems (e.g., infiltration trenches) or surface stormwater infiltration systems (e.g., splash blocks, <br />pervious pavers, or surface ponding areas and/or swales) may be used to avoid creating <br />hyJraulically-connected impervious .irea from a storm���ater detention standpoint. Section 3-2.2 of <br />the Ciry's Stormwater Management Manual lists site and design criteria that must be met. From a <br />stormwater deteution standpomt, for an impervious area to be considered hydraulically-disconnected, <br />srormwater runoff from the 100-year, 24-hour srorm nwst be fully retained und/or intiltrared - <br />�+�ithout resulting in significant potential for adverse ef(ects from Q�e mtiltrated water (such as slope <br />saturation or migration to cra���lspaces :md/or hasements). However, if thc on-site soils cannot <br />support full intiltration of the 100-year, 24-l�our storm, par�ial infiltration may still be f'easible to <br />mcet allowable srormwater release reyuirements. Short plats creating bet���een 5,000 and 10,000 <br />syuare feet of hydraulically-connected pavement must treat storm�vater runoff in a�vetvault designed <br />in accordance �vith City standards. The dead storage volume of the vaulUtank shall be equal to the <br />developed runoff from the G month, 24-hour storm. If this project will create more than 10,000 <br />square feet of hydraulically-connccted pavemene, a wetpond shall be reyuired to provide runoff <br />treatment. The wetponJ shall be designed to me�t the cnteria found in Section 3-1.9 f the Ciry's <br />Stormwater Management ManuaL All stormwater facilities shall be designed in accordance with <br />Ciry standards. <br />16. Tablc I-�.7 of the City's Storm���arer Manaeement Manual Qast re��ised in April of 2000) <br />contains an error in the "n" values fbr sheet tloo�. The colunm of values should read "0.011, 0.05, <br />U.15, 0.24, 0.41, 0.13, 0.40, O.SO). <br />17. Requircnrent for �4aintenancc �Varranty I3ond - atier satisfactoq� completion of the <br />detention/rctention or oiher drainage treaunent/abatcment facilities and relcase of anv pertbrmance <br />hond by thc city, dic developer constructing the drainage facilities must satisfacrorily maintain the <br />facilities for a two-year period. A 11181(1LCI71IlCC ��'arranty bond in an amount eyual to l0 r�, of the <br />cost of construction of the drainage 1'acilities musi be posted and maintained throughout the t�a�ryear <br />drainaee facility maintcnance period. This bond may he used by the city to correct deficiencies in <br />maintenance of the drainage t'acilities.
